Description
Description: This is a combined synopsis/solicitation for a firm fixed price type of contract for Hotel Accomodations, Conference Space Rental and Hotel Services located in the Geographic Area: New Orleans, LA. It is the intent of the Central Arkansas Veterans Healthcare System to award this as a sole source to The Ritz Carlton Hotel, located at 921 Canal Street, New Orleans, LA. Although it is the intent to award as a sole source, interested parties may submit a quotation. Request for quotation# RFQ 598-81-05 is in accordance with FAR Subpart 12.6 Streamlined Procedures for Evaluation & Solicitation for commercial items. This solicitation is not for Event Planning Services. NAICS Code-72110, Small Business Size is $6 Million. This BOS Announcement/solicitation is solicited unrestricted and constitutes the only quote document that will be issued. The period of performance for this requirement is May 9, 2005 through May 11, 2005 (approximately 55 sleeping rooms and required meeting space). The Department of Veterans Affairs, VISN 16 is sponsoring it?s annual Path/Imaging Conference. The hotel must accommodate 55 sleeping rooms (based on timeframe), must provide all requirements specified for conference needs and must provide lodging rates with the stated Government per diem. A separate written solicitation document will not be issued. A response to requirements listed below shall be submitted on letterhead and must address all requirements listed in a separate technical proposal. The hotel facility must be FEMA approved and listed on the U.S. Fire Administration Hotel and Motel National Master List found at http://www.usfa.fema.gov/hotel/search.cfm. In accordance with FAR 52.204-7- Central Contractor Registration (Oct 2003); contractors are required to register in the Central Contractor Registration database, http://www.ccr.gov, prior to any award of any contract. The hotel facility must be compliant with the requirements of the Americans with Disabilities Act (Public Law 101-336)(42 U.S.C. 12101 et Seq.) The hotel facility must accommodate an estimated 55 attendees with the following needs: (a). Hotel Lodging ? 55 sleeping rooms on 5/9/05 ? 5/11/05. Rooms must be individual/private sleeping with toilet facilities at the government per diem rate for New Orleans, LA ($109.00). Payment shall be made for registered attendee only, payment will not include any optional services charges ie; baggage handling, room attendant, in-room delivery, door drop, room service, telephone charges, additional person per room charges, parking , package delivery etc. (b) Meeting Space- All meeting space and public areas of facility MUST be ADA compliant. Cost to include all set up fees. This room should be able to accommodate 55 people and shall include catering to provide ?light refreshments?- to consist of the morning break and an afternoon break. ( c) Media Expense-hotel to provide media. All responsible sources that can meet the requirements and provide items as listed may submit a quotation. Although intent is to award as a sole source quotations may be submitted. Evaluation may be conducted with or without discussion with the offerors. Any offer that does not meet the solicitation requirements will be rejected as non-responsive. The following provision and clauses shall apply to this solicitation: 52.252-2 Clauses Incorporated By Reference. This contracts incorporates one of more clauses by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. Size & quality of services and accommodations; 2. Location; 3. Experience with large conferences and 4: price of. (Size and quality of services and accommodations, location and experience when combined are more important than price).; 52.212-3 Offeror Representations and Certifications-Commercial Items. Offerors must include a completed copy of Offeror Representations and Certification along with his/her offer; 52.212-4 Contract Terms and Conditions Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes on Executive Orders Commercial Items.; VAAR 852.270-4 Commercial Advertising, 852-2237-70 Contractor Responsibilities and 852-270-1 Representatives of Contracting Officers. Quotations shall include all information required in 52.212-1, Schedule of Prices Offered and a completed copy of Provision 52-212-3.
