- (i)This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. (ii) RFQ F3F3CV5048A100 is a combined synopsis/solicitation for commercial items. This combined synopsis/solicitation is issued as a request for quote (RFQ). Submit written offers only, oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). (iii) This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. It is the contractor?s responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at: http://farsite.hill.af.mil/vffar1.htm (iv) This procurement is being issued as UNRESTRICTED. North American Industrial Classification Standard: 541380 (v) CLIN (0000) Services, non-personal: Contractor to furnish all labor, tools, parts, materials, facilities, transportation, and supervision necessary to provide: automated monitoring equipment and installation of equipment to measure volatile organic compounds (VOC) in aircraft paint booth. Purpose of this project is to install VOC monitoring equipment into an existing aircraft paint booth at Hangar 1330. The monitoring equipment measures VOC breakthrough, which notifies paint booth users when to change activated carbon filters. Equipment shall be able to take samples from 8 different points (sample lines). Recommended tester is MAS Chemgard NEMA 4, however, equal substitutes will be accepted. (vi) See Attached SOW (vii) FOB: Destination for delivery to: 366 CES/CEVP, Bldg 1297, Mountain Home AFB, ID 83648. Delivery NLT 6 May 05. Responsibility and Inspection: Unless otherwise specified in the contract or purchase order, the supplier is responsible for the performance of all inspection requirements and Quality Control (QC). (viii) The provision at FAR 52.212-1 Instructions to Offerors?Commercial Items, applies to this acquisition. (ix) The Government will award a firm-fixed price contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the synopsis/solicitation will be most advantageous to the Government, price and other factors considered. Award shall be based on a Best Value to the Government. Best value can include but is not limited to price, delivery date, and technical capability. (x) The clause at FAR 52.212-3 Offeror Representations and Certifications ? Commercial Items, applies to this acquisition. Complete only paragraph (j) of this provision if the annual representations and certificates have been completed electronically at http://orca.bpn.gov. If the annual representations and certifications has not been completed electronically at the ORCA website, then only paragraphs (b) through (i) of this provision need to be completed. Statement of Work Installation of VOC Monitoring Equipment at Hangar 1330 INTRODUCTION Objective The purpose of this project is to equip an existing aircraft paint booth in Hangar 1330 at Mountain Home Air Force Base (MHAFB) with an infrared gas monitor (MSA Chemgard Series or equivalent). The gas monitor shall be capable of measuring breakthrough concentration of volatile organic compounds (VOCs) to indicate when activated carbon filters require changing. The desired equipment will also have multi-port sampling ability (at least eight ports) and automated data recording functions. The Contractor-furnished VOC monitoring equipment shall be delivered, installed, and tested in accordance with manufacturer specifications. Warranty information shall be submitted as part of the bid package. In addition, a User Manual and all other documents concerning proper operation and maintenance shall be provided upon equipment delivery and installation. Location Hangar 1330 is located at the NW end of the Flight Line. MHAFB is located in Elmore County, approximately 40 miles southeast of Boise and 10 miles southwest of Mountain Home, Idaho. The only route on to base is via Air Base Road, south bound from the city of Mountain Home. Base Access The Contractor, their employees, and any Subcontractor involved in this contract shall obtain a MHAFB visitor?s pass at the main security gate for access and entry on to the base. This permit will only be valid for the duration of this contract and the Contractor, employees of, and any Subcontractor shall adhere to all Air Force standards of conduct, base laws, and other requirements applicable to guests while on base. COMPLIANCE DOCUMENTS It shall be the Contractor?s responsibility to identify the applicable federal, state, and local laws and regulations and apply the procedures and protocols as required. Public Laws and Statues The Contractor shall comply with the issue or version (including all changes and amendments) of federal, state, and local environmental statutes and regulations in effect on the date of issuance of this Contract Agreement. Air Force Instructions The Contractor shall research and comply with all pertinent Air Force directives, instructions, regulations, policies, and other documents in effect on the date of issuance of this Contract Agreement. The infrared gas monitor shall be completely installed by May 6, 2005.
