Description
(i)This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. (ii) RFQ F3F3CE5045A200 is a combined synopsis/solicitation for commercial items. This combined synopsis/solicitation is issued as a request for quote (RFQ). Submit written offers only, oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). (iii) This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. It is the contractor?s responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at: http://farsite.hill.af.mil/vffar1.htm (iv) This procurement is being issued as 100% Small Business Set-Aside. North American Industrial Classification Standard: 238220; Small Business Size Standard: $12 Million (v) CLIN (0000) Contractor will provide annual full service water treatment program needed to properly maintain HVAC equipment installed on MHAFB. Scope of work to include, but not limited to the following: Provide proper testing and treatment for 125 closed/open loop HVAC heating and cooling systems. Provide water treatment analysis reports to HVAC shop supervisor or working leader after each on-site visit. Collect and test water samples two (2) times per month in order to ensure water treatment program is effective. Contractor will adjust chemical feed settings when required and brief HVAC personnel on all changes made to MHAFB equipment. Contractor will provide all chemicals, material safety data sheets and remote placards at each site identifying chemicals used to treat HVAC systems on MHAFB. All work will be in accordance with industrial standards and practices. Contract payments will be divided into 12 equal monthly installments. (vi) See Attached SOW (vii) FOB: Destination for delivery to: 366 CES/CEOBH, Bldg 1301, Mountain Home AFB, ID 83648. Period of Performance: 31 Aug 05 - 30 Aug 06 Responsibility and Inspection: Unless otherwise specified in the contract or purchase order, the supplier is responsible for the performance of all inspection requirements and Quality Control (QC). (viii) The provision at FAR 52.212-1 Instructions to Offerors?Commercial Items, applies to this acquisition. (ix) The Government will award a firm-fixed price contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the synopsis/solicitation will be most advantageous to the Government, price and other factors considered. Award shall be based on a Best Value to the Government. Best value can include but is not limited to price, delivery date, and technical capability. (x) The clause at FAR 52.212-3 Offeror Representations and Certifications ? Commercial Items, applies to this acquisition. Complete only paragraph (j) of this provision if the annual representations and certificates have been completed electronically at http://orca.bpn.gov. If the annual representations and certifications has not been completed electronically at the ORCA website, then only paragraphs (b) through (i) of this provision need to be completed. (xiv) Numbered Notes: 1 (xvi) All quotes must be emailed to craig.goodrich@mountainhome.af.mil, or faxed to (208) 828-6479. Quotes are required to be received no later than 16:30 MST, 29 March 05. STATEMENT OF WORK FOR TREATMENT OF WATER IN HYDRONIC HEAT SYSTEMS 1. GENERAL INFORMATION. The contractor shall provide all management, tools, supplies, equipment, chemicals, and labor necessary to safely maintain prescribed hydronic heat, and steam water system requirements in 120 separate buildings located at Mountain Home Air Force Base (MHAFB). The contractor shall maintain all records and reports required to demonstrate that water was maintained within designated parameters. 1.1. BASIC SERVICES. The contractor shall maintain water quality levels in heat systems in accordance with the contract, the appropriate equipment manufacturer?s recommendations, and commercial practices. The contractor shall ensure system water remains environmentally compliant. All work performed shall be according to the appropriate craft and utility code, American National Standards Institute (ANSI), and the American Society of Heating, Refrigeration, and Air Conditioning Engineer (ASHRAE) standards. All records shall be readily available for Government use and all reports shall be submitted in a timely manner. A list of locations and site water treatment is subject to change with new construction at MHAFB. 1.1.1. Operation Procedures. The contractor shall establish and maintain written instructions for water treatment operations. These procedures shall comply with the appropriate standards, state and local codes, and the equipment manufacturer?s recommendations. The plan shall address as a minimum all equipment, start/shutdown procedures, operational adjustments, emergency and safety precautions. 1.1.2. Water Testing and Treatment. The contractor shall operate and replenish chemicals on all water treatment equipment and provide sampling and analysis/test services. The contractor shall not be responsible for replenishing salt for water softeners. As a minimum, water analysis of each system shall be conducted on a monthly basis, addressing the water quality parameters in paragraph 1.3. Analysis may be necessary more frequently if indications of scale, corrosion, or any other unfavorable conditions occur. The contractor shall ensure that procedures used to conduct tests are in accordance with applicable directives and maintain record files for all tests performed. Test files shall include the type of test, results, date and time performed, name of person who performed the test and sample location. The contractor shall not be responsible for system blow downs, but shall supply recommended blow down schedules to the HVAC Foreman based on water analysis. 1.2 Environmental Compliance. All chemicals and hazardous materials, to include water testing reagents, shall be identified to the HVAC Foreman prior to being transported to M.H.A.F.B. Material Safety Data sheets shall be furnished before the material is used. The only hazardous materials permitted to remain on base shall be those already introduced to the heat systems or awaiting introduction within designated feeders. All other hazardous materials shall be removed from the base by close of each business day. Any hazardous materials transported on MHAFB shall be handled in strict compliance with Department of Transportation, environmental and safety regulations. 1.3 Water Quality Parameters. Water within hydronic and steam heat systems shall be maintained at all times in accordance with the following specifications. The contractor shall adjust chemical feed rates to meet these parameters and inform the HVAC Foreman of any changes. Phosphate: 30 to 50 PPM expressed as PO4 Alkalinity: 200 400 PPM as CaCO3 Chloride less than 500 PPM pH value: 9 to 11 pH measured at room temperature Total Dissolved Solids: less than 2000 PPM or 2900 Micromho/cm Iron: 1 PPM maximum Silica: 180 PPM maximum as SIO2 Hardness: less than 50.0 ppm or 2.92 Grains Dissolved Oxygen none 1.3.1 Reports. Water quality reports on each system shall be furnished to the HVAC Foreman no later than the 15th day of each month, for months that the system is in service, indicating the current level of water quality in each category identified above. Reports shall be furnished using Garratt-Callahan G_C Calc software or equal. Software shall be furnished and a secure web site shall be maintained to access site specific facility information and documentation. 1.4 Seasonal Shutdown. Designated steam boilers shall be laid up wet in accordance with manufacturer's specifications, to include filling to the maximum level with water and introducing appropriate chemicals to inhibit corrosion. 2. SERVICE DELIVERY SUMMARY. Reports are on time 100% of the time Water Treatment.Water in hydronic systems meets stated parameters. 1.1.2 Water is properly treated 100% of the time. 3. GOVERNMENT FURNISHED PROPERTY AND SERVICES. All systems in which water quality parameters are to be maintained shall be furnished by the government. Salt levels in water softeners will be maintained by the government. The government will implement blow-down schedules provided by the contractor. 4. GENERAL INFORMATION. 4.1. QUALITY CONTROL. The Contractor shall develop and maintain a quality program to ensure hydronic and steam heat system water parameters are properly maintained in accordance with this contract, appropriate standards, product literature, utility codes, and commercial practices. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Quality Control Program shall fully address the service requirements in paragraph 2, Service Delivery Summary as a minimum. The government evaluator must have a specific quality control inspector POC to notify in case of defective performance. 4.2. QUALITY ASSURANCE. The government will periodically evaluate the contractor?s performance in accordance with the Quality Assurance Surveillance Plan. 4.3. GOVERNMENT REMEDIES. The contracting officer shall follow the requirements of FAR 52.212-4, Contract Terms and Conditions-Commercial Items (May 1997), for contractor?s failure to correct non-conforming services. 4.4. HOURS OF OPERATION. Monday through Friday, 0800- 1530, except on Federal Holidays 4.5. SECURITY REQUIREMENTS. 4.6. PERFORMANCE OF SERVICE DURING CRISIS DECLARED BY THE NATIONAL COMMAND AUTHORITY OR OVERSEAS COMBATANT COMMANDER. The contractor shall continue to perform as directed by the contracting officer. 4.7. SPECIAL QUALIFICATIONS. The contractor shall have at least 5 years of verifiable experience in hydronic and steam water treatment.
