Description
DESCRIPTION: The Joint Technology Office?High Energy Laser division(JTO-HEL), through the executing agent: the Missile Defense Agency (MDA) Airborne Laser (ABL) System Program Office, located at Kirtland Air Force Base, NM, is seeking to identify qualified private sector vendors capable of conducting research and development (R&D) on a hybrid Iodine chemical laser. The generator system for this laser is based on nitrogen trichloride (NCl3) chemical decomposition resulting in production of singlet delta. The intention of this system is to replace the wet chemistry in the chemical oxygen iodine laser (COIL) with all gas phase reactions. The NAICS code for this effort is 541710 and the small business size standard is 500 employees. The Government intends to execute a research and development contract with Directed Energy Solutions who has worked on this technology under a previous JTO contracted effort and anticipates that DES will be the only responsible source capable of successfully competing for a potential contract. As such, the Government intends to solicit and negotiate with only one source for the proposed effort under the authority of Federal Acquisition Regulation 6.302. The purpose of this synopsis consequently is to identify any other potential offerors with capability in this technology area. Interested vendors should possess demonstrated experience in high-energy laser R&D and have a reasonable capacity including appropriate facilities to accomplish the following tasks: 1) Characterize the NCl3 decomposition reaction; establishing rate of decomposition at multiple temperatures and flow rates. 2) Design, fabricate and test a scalable 10 mmole/s singlet delta generator and trapping system utilizing NCl3 for various flow rates based on the characterization data. REQUESTED INFORMATION: Interested and capable firms are asked to submit information (no more than 20 pages please) that provides the following: 1) Company information, to include a point of contact and address, type of company, size, security clearances, etc.; 2) description of experience in subject matter; and 3) description of the facilities and technical capabilities to perform hybrid Iodine chemical R&D and capability to conduct and fabricate the aforementioned tasks. Oral communications are not acceptable in response to this notice.
