- The Government intends to award one or two indefinite-delivery, indefinite-quantity contract(s) for Architect-Engineer (A-E) services at March Air Reserve Base, California. The contract will be issued for a base period of up to one year plus four option years. The estimated performance period, inclusive of option years, is June 1, 2005 through September 30, 2009. The selected Architect-Engineer (A-E) firm(s) will provide complete detailed designs for maintenance, repair, alteration, and new construction projects. The A-E shall perform Type A services, to include site investigations, studies, and surveys as applicable, and Type B services, to include project design, travel, materials, supplies, and supervision required to fully investigate and design the project using criteria, site plans and layouts provided by March ARB. The A-E shall be responsible for the production and delivery of Concept drawings and reports, Early Preliminary, Regular Preliminary, Pre-final, and Final construction drawings, design analysis, cost estimates, and technical specifications as required for the development of complete documents for construction of each project. Projects will be issued to the A-E by task order as requirements arise. The cumulative amount of all task orders for any year may not exceed $750,000. The initial task order in any contract or option year may not exceed the yearly limitation of $750,000. All other task orders may not exceed $299,000. Total amount of anticipated services required under this contract is unknown. The minimum order requirement will be satisfied at contract award by issuance of a task order for Project PDPG 05-0506, Design for Demolition & Construction of Firing Range Bays 2 and 3. The maximum amount of services ordered during the life of the contract may not exceed $3,750,000. Description of Project PDPG 05-0506: The A-E shall provide all plant, labor, equipment, materials, appliances, and transportation necessary to design for the demolition and construction of Firing Range Bays 2 and 3. The A-E will survey, design, and provide drawings for the demolition of existing Ranges 2 and 3, construction of an 85' lane package, a dust collection unit, a trap maintenance package, ballistic steel wall sections, reinforced concrete work, and installation of an auger lead conveyor system. To be considered for award, a firm must submit a Standard Form 330 (Part I & Part II) "Architect-Engineer Qualifications" to the 452 Operational Contracting Office. The Standard Form 330 is also required for all consultants or joint venture firms. The Government will evaluate A-E firms using eight evaluation factors. The evaluation factors, listed in relative order of importance, are: 1. Professional qualifications necessary for satisfactory performance of required services, to include specialized experience of the staff to be assigned as principal in charge, project manager and team leaders for the various disciplines; 2. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; 3. Capacity for timely accomplishment of the work, including availability of key personnel, and whether or not the work will be subcontracted out or accomplished in-house; 4. Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; 5. Location in the general geographical area of March Air Reserve Base, California and knowledge of the locality of March ARB; 6. Demonstrated knowledge and application of sustainable design principles, including prescribing the use of recovered materials and achieving waste reduction and energy efficiency in site, facility, and landscape design; 7. Capability to access all drawing submittals in AutoCAD release 14; 8. Volume of DoD work the firm has done in the past 12 months. No firm shall be eligible for award of an architect-engineer contract during the period in which any of its principals or associates are participating as members of the awarding agency's evaluation board. No contract for the construction of a project shall be awarded to the firm that designed the project or its subsidiaries or affiliates. This is not a request for proposal.
