Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number N00421-05-T-0048 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-01, the Defense Acquisition Circular 91-13, and DCN 20050222. This action is not set aside for small businesses. The applicable NAICS is 334519 and the small business size standard is 500 employees. The Naval Air Warfare Center Aircraft Division intends to solicit and negotiate on a Full and Open Competitive Basis for one each multipurpose Dry Helium Leak Detector which must meet the following government specifications: Multipurpose Dry Helium Leak Detector Specifications: 100% hydrocarbon-free leak detector with Combined diaphragm pump plus Molecular drag pump. Mean hrs to pump maintenance: 10,000 Dual Mode: vacuum and sniffing Low-speed molecular drag pump impervious to air in-rushes, Pump can be moved while in operation. Analyzer Cell Specifications: 180-degree magnetic deflection mass spectrometer Dual independent filaments w/ auto switching and auto calibration Display Specifications: Digital and bar-graph readout of detected helium levels Dual-color red/green bar graph Vacuum Mode Specifications: Minimum Detectable signal: 1.10-11 atm.cc/s Maximum inlet test pressure: 10mbar (7.5 Torr) Helium pumping speed at inlet: 1.3 l/s (78 l/min) Roughing Capacity: 10m3/hr (6cfm) 1 up to 18 m3/hr Sniffing Specifications: Minimum detectable helium leak: 1.10-7 atm.cc/s Response Time: <1s General Specifications: Auto-calibration w/ built in temperature compensated calibrated leak Full automation of test cycle including: - cycle sequence - memorization of last test - test result display Helium background suppression with ?floating zero? to keep the signal from going negative Automatic external calibration Helium pollution prevention Audio alarm w/ variable pitch Vocal Synthesizer Max Weight: 130 lbs Max Dimensions (WxDxH): 24 in x 26 in x 24 in The above maximum Physical Dimensions includes the leak detector and transport cart with compartment for accessory storage. One each Helium Probe/Regulator Kit (this Kit does not connect to the leak detector system but does connect to a standard Helium gas cylinder and allows the user to dispense small amounts of helium using a small spray gun/probe. The regulator is separate from the probe but will be connected by a flexible tube and have connectors on both ends to make it easy to change a damage line.). The contractor shall deliver the above product to: Receiving Officer, Supply Dept Bldg 665 Ste2, Naval Air Station, 47179 Vaughn Rd., Patuxent River MD 20670-1614, by 15 July 2005 (with an anticipated award date by 15 April 2005). Mark for: Roger Martinez, Bldg. 2423, (301) 342-0164. Inspection and acceptance shall be made at destination, FOB destination. The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Government?s rights under the Inspection clause, nor does it limit the Government?s rights with regard to the other terms and conditions of this contract. In the event of a conflict the terms and conditions of the contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of the applicable deliverable listed in the schedule. FAR 52.212-1 Instructions to Offerors?Commercial Items (Jan 2005) is incorporated by reference and applies to this acquisition. The Government will evaluate the offerors proposal to determine the price fair and reasonable in accordance with FAR Part 15, before making award. The offeror shall provide backup information verifying the price offered; e.g. a copy of current catalog, price list, and invoices for the same equipment, etc. The offeror shall include a completed copy of the provision at FAR 52.212-3 including Alt 1, Offeror Representations and Certifications?Commercial Items (Jan 2005) (E.O. 11246) with its proposal.
