Description
Utilizing Simplified Acquisition Procedures, the General Services Administration, Public Buildings Service intends to make an award to the firm of BuildingGreen, Inc., Brattleboro, VT under the authority of FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Executive Order 13123 directs all federal agencies to apply sustainable design principles to the siting, design and construction of all new facilities. As a result, GSA has required all capital projects to be certified through the U. S. Green Building Council's Leadership in Energy and Environmental Design green building rating system (LEED). The objective of this proposed effort is to explore a vision for the built environment that is not limited by the paradigms of the current building industry. What are the possibilities and impacts of these modes of thinking on our project delivery processes? How can our green charrette process be expanded to think about broader issues beyond the concept of sustainability? GSA/PBS would like to convene a meeting of top environmental and green building leaders that would explore these concepts and result in a report providing guidance for future GSA projects and sustainable design, in general. In this effort, the firm will organize a charrette to explore these concepts. Secure participation of industry, academic and public policy leaders proficient in these areas of investigation; conduct the charrette, including all participant arrangements, securing the intellectual property rights to the results; Document the ideas raised during the charrette and include a plan for implementation on projects and lessons learned; and prepare a presentation on the findings for the Green Building Challenge at the World Sustainable Building Conference in September 2005. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons who believe they can provide the services may respond by submitting their capability statement to the e-mail address contained in this notice. The information provided must be complete including prices as well as a detailed technical description. Firms should also indicate their size standard (small, women-owned etc.). This notice is not a request for competitive proposals. The government will consider all responses received by 12:00pm e.s.t., Wednesday, April 13, 2005. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
