- Utilizing Simplified Acquisition Procedures, the General Services Administration, Public Buildings Service intends to make an award to the firm of 7Group, Kutztown, PA (U. S. Team for the Green Building Challenge) under the authority of FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. The Green Building Challenge (GBC) is an international collaborative effort to develop a building environmental assessment tool that exposes and addresses controversial aspects of building performance and from which the participating countries can selectively draw ideas to either incorporate into or modify their own tools. The firm of 7Group, has already been selected as the team that will represent the US Team for the Green Building Challenge. Each national GBC team selects case study buildings to be assessed according to GBC framework, and to be presented at the SB-series of international conferences. GSA under this effort will provide support for the U. S. Team related to the assessment of a GSA Building; provide support for the assessment of one GSA Building; and provide support for the assessment of Applicability of GBTool Approach in the US. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify your interest, technical capability and size standard (small, women-owned etc.) to respond to this requirement. This notice is not a request for competitive proposals. The government will consider all responses received by 12:00pm e.s.t., Wednesday, April 13, 2005. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the goverment. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
