Description
Provide Architect-Engineer (AE) services to assess and report all apparent environmental hazards including, but not limited to asbestos, lead, PCBs, and mercury within and on 32 Forest Service buildings. All personnel shall have the appropriate training to execute the inspection, sampling, and evaluation of hazardous materials including lead and asbestos. The data shall adequately identify, characterize, and quantify hazardous materials for use in the proper design of demolition, renovation, and facility management planning in accordance with OSHA, AKOSH, and EPA requirements. The buildings to be assessed vary greatly in size, complexity, and similarity. People may reside, to some extent, in most of the buildings identified for assessing. Any destructive testing must be mitigated to safely allow continued residence. The project area is located within Southeast Alaska. Access to some buildings may be limited to boat or float plane. Period of performance is 120 calendar days from date of award. One AE firm will be selected from this solicitation. The selection criteria for this particular project are listed in relative order of importance: (a) Experience in Hazardous Building Materials Inspection and Sampling; (b) Capability and proficiency in writing reports for Hazardous Building Materials Inspections and Sampling; (c) Efficient resources to complete the work for which the proposal is submitted; (d) Past performance; (e) Familiarity with location of the work; and (f) Holds certificates as an EPA Lead Inspector and AHERA accredited asbestos inspector. North American Industry Classification System (NAICS) code is 541620. The associated small business size standard for this acquisition is up to $6.0 million in average annual receipts for an offeror?s three preceding fiscal years. To be eligible for contract award, a firm must be registered in the Central Contractor Registration (CCR) at http://www.ccr.gov. In addition, prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with required registration in the Central Contractor Registration (CCR) database (see FAR 4.1102).
