Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Electronic Proving Ground, Special Programs Office, Fort Huachuca, Arizona is soliciting proposals to meet the following requirement. The special Programs Office is somewhat flexible in conducting a training session in either of the following weeks of June 6 through 12, 2005; June 13 through 19, 2005; or, as last resort, June 20 through 26, 2005 in Washington, DC. The training and accommodations will be within one half mile radius of the US Capitol in Washington, DC. The government reserves the right t o select for award, all, some, or none of the proposals received in response to this announcement. A total of 845 to 1045 hotel rooms for one of the weeks identified, preferably at the prevailing government per diem rate. The requirement is as follows: 15 rooms for first night, 15 rooms for the second night; 400 - 500 rooms for third and fourth nights, and 15 rooms for the fifth night. The requirement includes meeting space as specified: 1 meeting room during the entire week for equipment storage, a minimum of 15 to 20 pallets; 1 meeting room during the entire week for program administration; 15 to 20 meeting rooms during the third and fourth day for classroom instruction to accommodate up to 30 people in each room. On-site security is required for all meet ing rooms. Food and beverage requirement includes evening reception on the second day; breakfast, lunch, and coffee breaks on the third and fourth day. Limited audio-visual support is required for the sessions. Solicitation number W9124Q-05-R-EPGTTP1 is i ssued as a request for proposal. The solicitation document, incorporated provisions, and clauses are those in effect through Federal Acqusition Circular 2005-02. Evaluation Criteria/Procedures: Offerors will be evaluated based on the following best value c riteria in descending order of importance: 1. must meet schedule dates (25%). 2. quantity of sleeping rooms (20%). 3. must meet the requirement for the 15 - 20 meeting rooms (25%) as follows: (a) 1 administrative to accommodate 12 people (b) 1 equipme nt storage room to accommodate 20 pallets (c) 15 - 20 meeting/training rooms to accommodate 30 people (4) site visit (25%), and (5) price (5%). The FAR provisions 52.212-1, Instruction to Offerors--Commercial Items, 52.212-2, Evaluation of Commercial Item s, and 52.212-3, Offeror Representations and Certifications-Commercial Items applies to this acquisition. Offerors shall include a completed copy of the provision at 52.212-3 and provide Offeror's Federal Tax Identification Number, Cage Code, Central Cont ractor Registration Number, DUNS Number, and applicable FSC and NAICS codes with offer.
