Description
The primary Point of Contact for this project is Lisa Billman, Contract Specialist (817) 886-1084. Dallas Floodway Extension, Lower Chain of Wetlands, Dallas, Texas. This project includes excavation of 818,000 CY soil, 550,000 CY rock, and 680,000 CY municipal landfill material for flood water conveyance. The project includes site clearing and grubbing; construct of three wetland cells; two slurry walls with membrane liner through landfill area; ground water monitoring and disposal of 40 million gal lons; removal and replacement of bridge over Honey Springs Branch; diversion of river channel at I-45; construct 452 LF of 36 inch culvert pipe; add additional pump to pump house and 1230 LF extension of 16 inch waterline to wetland cells; 248 LF of 18 inc h culvert pipe, and open channel grading with water control structures within each wetland cell; and herbicide treatment and turfing of disturbed areas. Estimated Price Range for the project is between $25,000,000 to $50,000,000. The North American Industr ial Classification System (NAICS) code applicable to this project is 238910, which corresponds to SIC 1794. The Small Business Size Standard is $12.0 Million. UNRESTRICTED Solicitation Number W9126G-05-R-0023 for this project is anticipated to be issued on or about 15 April 2005, with proposals due on or about 26 May 2005 (unless otherwise stated in the solicitation). This is Best Value procurement. Procurement consideration, listed in descending order of importance, will be given to Construction Past Perfo rmance, Corporate Relevant Specialized Experience, Management Effectiveness, Construction Duration, price, and other salient factors included in the solicitation (unless otherwise stated in the solicitation). There will be no public bid opening. It is anti cipated that when combined, the evaluation factors will be approximately equal to cost or price. HUBZone price evaluation preference will be applied to all qualified HUBZone small business concerns, provided that the HUBZone concern has not waived their ev aluation preference and their price proposal is not more than 10% above the lowest large business concerns price. Proposals from Large business firms must comply with FAR Clause 52.219-9 regarding the requirement for submission of a Subcontracting Plan. Th e Fort Worth District FY05 Subcontracting Targets (expressed as a percentage of the contractors total planned subcontract amount) are as follows: Small Business 50.9%; Small Disadvantaged Business 8.8%; Women-Owned Small Business 7.2%; HUBZone Small Busine ss 2.9%, and Service-Disabled Veteran-Owned Small Business 0.5%. The solicitation plans and specifications will be placed on Compact Disk (CD-ROM) and will be provided at no charge. Plans and specification will not be provided in a hard paper copy format u nless the Government determines that it is necessary. However, the Government reserves the right to use only the Internet as notification of any changes to the solicitation. It is therefore the Contractors responsibility to check the following address dail y for any posted changes to the solicitation.
