Description
The Government intends to award on a Sole-Source basis to Childrens? Specialist of San Diego the contract for 24/7 plus in-clinic regularly scheduled hours and is making availible to the public the opportunity to participate in this solicitation. To be considered competitive in this solicitation, the contractor must provide adequate documented responses to all requested information. E-mail quotations are preferred. DESCRIPTION/SPECIFICATION/WORK STATEMENT NOTE 1: The use of Commanding Officer means: Commander, NAVMEDCEN San Diego, CA, or a designated representative, e.g., Contracting Officer?s Representative (COR) or Department Head. NOTE 2: The term healthcare worker (HCW) refers to the individual(s) providing services under this contract. NOTE 3: The term contractor means the offeror identified in block 15A of Standard Form 33 and its health care workers who are providing services under task orders placed under this contract. NOTE 4: The term MTF refers to the Military Treatment Facility or other Federal medical treatment facility at which services are performed. STATEMENT OF WORK 1. The contractor shall provide, in accordance with this statement of work, Pediatric Gastroenterologist services within NAVMEDCEN San Diego, CA. 1.1. Contractor services shall be provided for the treatment of eligible beneficiaries designated by the Government. 2. SUITS ARISING OUT OF MEDICAL MALPRACTICE 2.1. Suits arising out of Medical Malpractice. The healthcare worker(s) is (are) serving at the military treatment facility under a personal services contract entered into under the authority of section 1091 of Title 10, United States Code. Accordingly, section 1089 of Title 10, United States Code shall apply to personal injury lawsuits filed against the healthcare worker(s) based on negligent or wrongful acts or omissions incident to performance within the scope of this contract. 2.2. The healthcare worker is not required to maintain medical malpractice liability insurance for services performed under this contract. 2.3. Healthcare workers providing services under this contract shall be rendering personal services to the Government and shall be subject to day-to-day supervision and control by Government personnel. Supervision and control is the process by which the individual healthcare worker receives technical guidance, direction, and approval with regard to a task(s) within the requirements of this contract. 3. SCHEDULES, ABSENCES, AND LEAVE. 3.1. The contractor shall provide coverage of the following service hours during the term of this contract: 3.1.1. Regular Duty. The contractor shall provide a Pediatric Gastroenterologist to provide services in the Pediatric Clinic 1 day a week for 8.5 hours, with an uncompensated .5-hour meal break. In addition the contractor shall provide a Pediatric Gastroenterologist to perform procedures for 4 hours every other week. The contractor shall bill separately for services in accordance with CLIN 0001 - Regular Duty. 3.1.1.1. Schedules will be coordinated between the Contractor and the Government at least 60 days in advance. 3.1.2. On-call. On-call services shall be conducted on a 24 hours a day/7 days per week basis. On-call coverage consists of a pager watch. The contractor shall bill separately for services in accordance with CLIN 0002 - On-call. 3.1.2.1. When the physicians are providing this ?on-call? coverage, they shall be available via telephone and/or pager and within 1 hour travel time of Medical Treatment Facility (MTF). 3.1.3. Call-back. The physician may be required to return to the MTF during ?on-call? to attend patients. Historical data indicates that the Pediatric Gastroenterologist may be required to be present at the Naval Medical Center in response to a call an average of 2 occasions per month while in the on-call status. The contractor shall bill in accordance with 3.1.2 On-call services CLIN 0002 - On-Call. Call-back will not be billed separately. 3.1.3.1. When determined by the referring/consulting physician that Pediatric Gastroenterology services are indicated, the physician on-call shall arrive at the treatment site within 1-hour of notification. 3.1.3.2. The contractor shall bill the Government for the actual time providing treatment to assigned patients. 3.1.4 If on-call coverage is provided by the physician providing clinic or procedures, the contractor will only be reimbursed for the clinic/procedures performance and not for the on-call coverage. 3.2 The specific coverage schedule for each month will be coordinated with the supervisor 60 days in advance. No services, other than on-call services, will be scheduled for the day of observance of Federal holidays. 3.3 The active duty Navy Department Head, Pediatrics, or Senior Medical Officer will supervise all activities within the Pediatrics Department. 3.4 No personal leave or paid holiday benefit will accrue to the contractor. (excerpts removed for space) 6.1. General Qualifications 6.1.1. Healthcare workers shall read, write, speak, and understand the English language fluently and maintain good communication skills with patients and other healthcare personnel. 6.1.2. Healthcare workers shall be physically capable of standing and/or sitting for extended periods of time and capable of normal ambulation. 6.1.3. Healthcare workers shall be eligible for U.S. employment. No alien shall be allowed to perform under this contract in violation of the Immigration Laws of the United States. 6.1.4. Healthcare workers shall represent an acceptable malpractice risk to the Government. 6.1.5. Each healthcare worker shall obtain, at contractor expense, a statement from the healthcare worker's physician or a report of a physical examination within 60 days prior to start of services indicating that the healthcare worker is free from mental or physical impairments which would restrict the healthcare worker from providing the services described in the task . 6.2. SPECIFIC QUALIFICATIONS. Contract healthcare workers shall meet and maintain the following qualifications throughout the term of the contract. 6.2.1 Possess a Doctorate Degree in Medicine from an accredited college approved by the Liaison Committee on Medical Education and Hospitals of the American Medical Association, a Doctorate Degree in Osteopathy from a college accredited by the American Osteopathic Association, or permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG). 6.2.2 Board certification in Pediatrics by the American Board of Pediatrics or the American Osteopathic Association. 6.2.3 Board certification in Pediatric Gastroenterology by the American Board of Pediatrics. 6.2.4 Current, unrestricted license to practice medicine in any one of the fifty States, the District of Columbia, the Commonwealth of Puerto Rico, Guam or the U.S. Virgin Islands. 6.2.5 Current certification in Pediatric Advanced Life Support (PALS). 6.2.6 Documentation of current Drug Enforcement Agency number. 6.2.7 Possess 1 year of subspecialty experience after receipt of subspecialty certification. 6.2.8 Successfully have completed at least 50 hours of continuing medical education within the last 36 months. 7. DUTIES. The healthcare worker shall perform a full range of Pediatric Gastroenterology services using government furnished supplies, facilities and equipment within the assigned unit of the MTF. The healthcare worker?s productivity is expected to be comparable to that of other individuals performing similar services. The healthcare worker shall perform the following duties: 7.1 ADMINISTRATIVE DUTIES/REQUIREMENTS. 7.1.1 Provide training and/or direction as applicable to supporting Government employees (i.e. hospital corpsmen, technicians, students) assigned to you during the performance of clinical procedures. Such direction and interaction will adhere to Government and professional clinical standards and accepted clinical protocol. 7.1.2 Perform necessary administrative duties that include maintaining statistical records of your workload. Operate and manipulate automated systems such as Composite Health Care System (CHCS). 7.2.1 Perform a full range of Pediatric Gastroenterology services in accordance with clinical privileges granted by the commanding officer. Provide comprehensive care and treatment for all types of pediatric gastroenterology problems. Contribute to health care system and clinical environment to achieve quality services and positive patient outcomes.
