- The Naval Facilities Engineering Command, Engineering Field Division, Specialty Center Contracts Core (SCCC), Code AQN00, Port Hueneme, CA 93043 intends to award on a Sole Source basis to RiCarl Design of Camarillo, California to provide support to design, fabricate, test, and report performance data on Internal Locking Device (ILD) systems and its new application as detailed in the statement of work for the Naval Facilities Engineering Service Center (NFESC), Port Hueneme, CA. This requirement directly support worldwide application of the ILD, which has been approved by the Department of Defense Lock Program to replace a high security padlock and hasp system. RiCarl Design of Camarillo possesses unique qualifications related to ILD. RiCarl Designs has extensive prior involvement and experience as they participated in test, design and manufacture of several redesign ILD systems. They have gathered design data, practical knowledge, and configuration history of the ILD development. RiCarl is familiar with Universal Data Package (UDP) and Unified Facility Criteria (UCF) format. RiCarl designed and developed the Advance Security Technology (ASP) database. RiCarl possesses the knowledge of the various magazine door configuration. RiCarl currently hold SECRET CLEARANCE in order to have access to information and areas that are classified as secret. The RiCarl is the only responsible source because of their background and knowledge required to provide these services. This is not a request for competitive proposal and no solicitation is available. Firms that believe it can provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer within 14 from the publication of this synopsis. A notice is solely within the discretion of the Government. Information received will be considered solely for the purpose to notify. This procurement is being issued using the Simplified Acquisition Procedures (SAP), FAR Part 13.
