Description
The Department of the Navy, Space and Naval Warfare Systems Center (SPAWARSYSYCEN) - San Diego intends to solicit and award an indefinite-quantity indefinite-delivery type contract with both firm fixed-price (FFP) and cost plus fixed fee (CPFF) pricing arrangements to Fischer Custom Communications, Inc. (FCC), 20602 Earl Street, Torrance, CA 90503-3008 on a sole source basis. FCC will provide FFP off-the-shelf mast clamp current probe (MCCP) and CPFF engineering services for the design and development of MCCPs for use on U.S. Navy vessels. FCC holds proprietary information and patents on the MCCP technology and methodology. This notice of intent is not a request for competitive proposals or quotes. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Authority for other-than-full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The use of any other source for this acquisition would violate manufacturer proprietary information and would result in the duplication of cost and time to develop the technical capability within another contractor's workforce, which would result in substantial added cost that is not expected to be recovered through competition. The applicable North American Industry Classification System (NAICS) Code is 334220; the size standard is 750 employees. The anticipated period of performance will be approximately a one-year base period with four one-year options with a total estimated value of $10M.
