Description
The U.S. Department of Commerce, National Oceanic & Atmospheric Administration (NOAA), Climate Monitoring & Diagnostics Laboratory (CMDL) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c) with Radiance Research of Seattle, WA for a three wavelength Particle Soot Absorption Photometer (PSAP). The photometer measures the light absorption coefficient of atmospheric aerosol at three wavelengths. CMDL uses this parameter combined with another measurement to calculate the aerosol single scattering albedo, a critical parameter needed to estimate aerosol related climate change. Critical specifications of the absorption coefficient measurement are as follows: 1) the measurement span multiple wavelengths across the visible light spectrum; 2) the instrument have a well defined calibration to adjust for scattering from the filter surface; and 3) the measurement wavelengths correspond within 50 nm to those measured by the TSI3563 nephelometer. 4) a published calibration is available to convert the raw instrument light attenuation measurements to an aerosol light absorption coefficient at each wavelength; 5) the instrument time response (i.e., averaging time) must be 10 seconds or less for - A) synchronization with other components of CMDL's ground based aerosol systems with minimal data loss, and B) use on our research aircraft that require a fast time response for increased spatial resolution. It is the government?s belief that the instrument from Radiance Research is the only commercially available unit that meets all the required specifications. This procurement is being conducted per FAR Part 13.1, Simplified Acquisition Procedures (under $100K). This notice is for information purposes only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
