- This notice was originally posted on March 24, 2005 through the DOE Industry Interactive Procurement System (IIPS) intended for simultaneous posting to the Federal Business Opportunities website. Due to a technical problem the revision posted in IIPS but only the due date and file link updated in FedBizOpps. Accordingly, the revised description is provided below. In order to maintain the existing schedule and allow the upcoming solicitation to remain open for a maximum period, the due date for responses to this notice remains April 8, 2005. The U.S. Department of Energy (DOE), Office of Security and Safety Performance Assurance (SSA), is providing the second DRAFT Performance Work Statement (PWS) for the competitive sourcing study of the New Brunswick Laboratory (NBL) and is concurrently conducting Market Research. DOE plans to use the information to improve the understanding of the Government requirements and industry capability in order to finalize the acquisition strategy for the prospective procurement. This second draft PWS includes all technical exhibits and various revisions resulting from further coordination within the Department and responses received from the first draft posting in February. Accordingly, DOE is offering a second comment period on this PWS and is requesting statements that identify industry capability and human resource availability with competencies in the following six cross-cutting areas of technical expertise as delineated in section 2.1 of the PWS: ???Health and safety expertise by qualified personnel to meet Hazard Category 2 operations criteria, and Materials Control and Accountability and security expertise to assure accountability and protection for a Security Category 4 nuclear facility; ???Metrology expertise to provide knowledgeable information on measurement and measurement technology, and on CRMs and test materials sold by NBL; ???Nuclear materials packaging and shipping expertise; ???Measurement expertise to provide guidance for measurements, methods, and instrumental development and trouble-shooting for gas mass spectrometry, thermal ionization mass spectrometry, inductively coupled plasma mass spectrometry, alpha and gamma spectroscopy, coulometry, and titrimetry; ???Expertise in cleanroom operations, ultra-trace analysis, chemical separations, and isotopic sample preparation sufficient to maintain state-of-the-art measurements; and ???Expertise sufficient to understand and apply national and international quality assurance standards that guide measurement planning; data collection, analysis and reporting; uncertainty evaluations; reference material production, storage, and testing; proficiency testing; auditing; technical competence; and good laboratory practices. The capability statement shall also include three past performance references which illustrate your firm???s ability to perform all of the requirements under the Performance Work Statement. In addition, each reference must include a Corporate Officer???s Name, Title, current U.S. mailing address, email address, telephone and fax number. Each reference should have complete knowledge of your firm???s performance in the areas of technical and business management which can be directly related to the Draft PWS provided with this announcement. Each submission shall also provide a corporate commitment to participate in any future competition as a prime service provider for the New Brunswick Laboratory. The North American Industry Classification System Code for this requirement is 541380. All feedback provided will be taken into consideration, however the agency reserves the right not to utilize the comments or any other information provided. All comments, questions, and suggestions shall be submitted separate from the capability statement. THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR A FORMAL PROPOSAL and in no way obligates the Government to award any contractual arrangement. DOE will not be responsible for any costs incurred by responding to this Notice. All responses to this notice are due via the DOE IIPS at http://e-center.doe.gov no later than 11:00 a. m. Eastern Standard Time, April 8, 2005. Parties responding to both the market research portion and the PWS comment portion shall submit two separate electronic files addressing each response. Information submitted after the dates and times designated for receipt in response to this announcement will not be considered. Interested parties must register via the IIPS web site prior to responding. Instructions on how to submit your responses can be found in the help document located on the IIPS web site listed above. Questions regarding this preliminary DRAFT PWS and market research should be sent via doe IIPS. Please be advised that all information submitted will be considered proprietary should be labeled pursuant to FAR 3.104-1 (3) & (4). No material submitted for review will be returned and there will be no formal or informal debriefing to a contractor concerning the review of their submitted material.
