- The U.S. Department of Energy has declared 23904 liters of helium 3-gas to be competitively sold. The Department wishes to sell the helium-3 to the highest Offeror in a competitive bid process. The helium-3 is stored in cylinders containing approximately 4000 liters of helium each. The cylinders are designed to USDOT specifications and contain helium-3 at a pressure between 1300 ? 1500 psig. The helium-3 is offered FCA, U.S. Department of Energy, Savannah River Site, Aiken, South Carolina. DOE?s Invitation for Bids (IFB) for the purchase of up to 23904 liters of helium-3 gas is scheduled to be posted on via the FEDBIZOPPS website http://fedbizopps.gov/ on or before April 8, 2005. The entire IFB will be available on the FEDBIZOPPS website. Instructions on how to submit your proposals will be given in the April 8, 2005 invitation for bids. Bidders will have the opportunity to request clarifications of any technical or contractual items before submitting their bids. All questions must be submitted to Mr. John S. Carty via e mail at John.Carty@nuclear.energy.gov no later than 5 PM April 29, 2005 Bids/Proposals must be received in Hard Copy and should be sent by Express to: Mr. John S.
