Description
This is a solicitation announcement. The Federal Bureau of Investigation (FBI) will be soliciting bids utilizing full and open competition for the construction of Phases I, II, III, IV and V of the Academy-Wide Masonry Repair and Restoration Project at the FBI Academy, U.S. Marine Corps Base, Quantico, Virginia 22135. The original 1972 FBI Academy encompassed a total of eleven (11) masonry buildings. Over the past 32 years, all of these original masonry buildings have suffered exterior surface damage and discoloration as well as serious water infiltration as a result of deterioration of the masonry (brick) units, deterioration of the masonry mortar and deterioration of the ?expressed? concrete structural elements. Poor 1972 masonry construction on many buildings as well as poor design detailing at several conditions has contributed to serious water infiltration into the buildings. Additionally, many of the buildings have architectural features that involve both horizontal and sloped brick surfaces. Many of these surfaces have deteriorated to the point that organic matter and plants have infiltrated the surface, which promotes water retention and accelerates the deterioration through the annual freeze-thaw cycle. Several of the areas have been unsuccessfully repaired in the past and these repairs have actually promoted further deterioration. The masonry restoration will be broken down and bid approximately yearly in the following phases: Phase I: Buildings 1, 2, 3, and 4, with Bldg. 5 as an Add Alternate; Phase II: Buildings 7 and 8; Phase III: Buildings 6, 9 and 10; Phase IV: Buildings 11, 12 and 16; and Phase V: Building 5 (if required). The masonry repair and restoration work for Phases I, II, III, IV and V consists of, but is not limited to the following work: scaffolding, landscape/lawn protection and repair, selective cutting and removal of face brick veneer and brick pavers, selective removal and repair of mortar joints in brick veneer, selective removal, salvage and reinstallation of metal coping and flashing, selective repair of spalled precast concrete beams, selective demolition and rebuilding of building parapets, mortar re-pointing, installation of new face brick, brick pavers, drainage boards, metal copings, EPDM base flashing, joint sealers, modified bitumen waterproofing membranes, new architectural precast concrete column caps, spandrel panels and parapet copings, misc. steel angles, reinforcing and anchors, concrete coatings and masonry cleaning. The estimated cost of the combined acquisitions is between $1,000,000 and $3,000,000. Bid, Payment and Performance Bonds are required. The FBI contemplates the award of a firm-fixed price contract as a result of this requirement. The bidder awarded the resultant contract shall be subject to background investigations on its company and all individuals assigned to the project. A pre-bid/site investigation conference will held at the FBI Academy, Quantico, Virginia. Due to FBI security requirements, interested parties shall furnish the names, date of birth, place of birth, and Social Security Numbers of each individual who will be attending the pre-bid/site investigation conference. This information is required to be received a minimum of 72 hours in advance of the conference date. This information shall be on company letterhead and may be sent by facsimile Attn: Mr. Mark R. Hazen, Contract Administrator. Mr. Hazen?s facsimile number is (703) 632-4648. The FBI will deny access to any individual whose name and other information were not provided to Mr. Hazen. A valid photo driver?s license is required for access to confirm identification. Estimated release date for drawings, specifications and contract documents is Wednesday, April 13, 2005. Due to national security and safety issues, the FBI?s receipt and conduct of public bid openings has been revised. Bidders are prohibited from the delivery of bids to any FBI facility. Until further notice, bids shall be submitted through the United States Postal Service (USPS) by the specified due date and specific bid documents must be faxed to (202) 324-0570 no later than 12:00 midnight on the specified bid due date. Regarding the mailing of the bid, each Bidder shall be responsible for ensuring that Bid is sent either by registered or certified mail, postmarked by the USPS via Hand Stamp clearly showing the date of receipt by the USPS and postmarked no later than the due date and time for receipt of the Bid. Further, the Bidder must obtain a USPS postmark on a facsimile cover letter and must use that cover letter when submitting the following documents/information to facsimile number (202) 324-0570 prior to 12:00 midnight on the bid due date: (1) Completed Standard Form (SF) 1442; acknowledgement of all Amendments, if not clearly identified on the SF 1442; (2) Pricing Information; including line items and total pricing; if not clearly identified on the SF-1442; (3) Fully executed Bid Bond (Standard Form 24) Any Bid sent to the FBI without having transmitted all required information by facsimile to the FBI Contracting Officer by the Bid due date specified in the documents shall be considered late and non-responsive. The Bid due date will be identified in the IFB upon release of the documents. Recording of the bid will take place the following business day after the Bid due date. All requests for bid documents, drawings and specifications must be in writing, including company name, contact person, telephone and facsimile numbers, and street mailing address. Requests musts also reference Invitation for Bids (IFB) No. 876353 and be postmarked no later than 15 calendar days from the date of this notice. Those requests received after the 15 days will be subject to the availability of bid packages. There is a two (2) set limit. A refundable deposit is required in the amount of $500.00 per set, certified checks only. Additional sets of plans and specifications will be available for a refundable deposit of $500.00 per set with a non-refundable printing charge of $250.00 per set. Requestors may not pick-up or drop-off bid sets at any FBI facility. Bid sets may only be returned by U.S. Mail or other carrier to the address specified in the bid documents. All inquiries shall be in writing referencing IFB No. 876353, and sent to the following address: FBI Academy, Laboratory Construction Management Team (LAB-CMT) Trailers, Quantico, Virginia 22135 and marked to the attention of Mr. Mark R. Hazen, Contract Administrator. No telephone inquiries will be accepted.***
