Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number is F2P3L2108A100 and is issued as a Request for Quotation (RFQ). This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular 01-14. This acquisition is unrestricted. The U.S. Air Force 48th Contracting Squadron intends to award a firm fixed price Purchase Order for: CLIN 0001: Fully Automatic Timber Drying Control System. Contractor shall provide all materials, transport, labour etc to supply the following heat treatment system, fully installed and licensed. The Specifications of the type of system required:Internal Dimensions; Width ? 3.3mtrs, Length ? 6.5mtrs, Height ? 3.7mtrs. Air Veolcity thru stack, 1.8mtrs a second, 2 fans at 3Kw, 60k cube hr Heat System, Output 100 Kilowatts, return temp of 85c with flanges. Walls of Kiln to be constructed of HE30 Heavy Extruded aluminium and lined with 1.5mm insulated aluminium lagged with fibreglass. Automated heat treatment programme that controls core temperature of wood, then moves automatically to a cooling porcess and ventilation. System must be fully licensed by company at time of installation to UKAS Calibration requirements and latest versions of ISPM15. System of calibration must be fully portable to allow for external callibration. Doors of system and external structure to be in accordance with base colour policy. System must be complete with its own plant/boiler room, and also connected and installed in accordance with base CE policy and safety. Delivery date for all items: NLT 12 weeks after date of Contract, Deliver to,The Traffic Management Office, RAF Lakenheath, Brandon Suffolk, UK. Due to the nature of this purchase, only UK based vendors quotes will be accepted. Far provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this RFQ with the following addenda: paragraphs (h) and (i) of this provision do not apply and change paragraph (c) from 30 calendar days to 60 calendar days. Far provision 52.212-2, Evaluation-Commercial Items, applies to this RFQ with the following addenda: Paragraph (a) is filled in with (1) Price, (2) Delivery, and (3) warranty/return policy for nametag errors; paragraph (b) does not apply. The clause at FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items, FAR 52.212-4, Contract Terms and Conditions-Commercial Items, without addenda, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, without addenda, applies to this acquisition (including: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222.37and 52.232-33). DFARS provisions at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions of Commercial Items; DFAR 252.229-7000, Invoices Exclusive of Taxes and Duties; and 252.229-7001, Tax Relief. AS OF 31 MAY 1998, ALL CONTRACTORS WISHING TO DO BUSINESS WITH THE DEPARTMENT OF DEFENSE ARE REQUIRED TO BE REGISTERED IN THE CENTRAL CONTRACTOR REGISTRY.
