- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Electronic Proving Ground, Fort Huachuca, Arizona is soliciting proposals for the following requirement (No Substitutes): 1 Each, Full Spectrum Solar Simulation System, SolarConstant 4000 System to include 1 each SolarConstant Radiation Unit, 1 each EPS-Module 4000/2500, 1 each EPS Enclosure, 1 each Control System, 4 each Interconnect Cable, 10 meter, Installation Instructions and Drawings; 1 Each, PC Based Control System; 1 Each, Auto matic Neutral Density Filter System; 1 Each, Prepared for Future Expansion; 1 Each, The Eppley Laboratory Precision Spectral Pyranometer, Model PSP, to include 1 each GG395 Schott Glass Hemisphere, and 1 each RG780 Schott Glass Hemisphere; 1 Each, Kipp & Z onen, Model UV-S-AB-T, Model 0354940-002 UVA/UVB radiometer type sensor (meets MIL-STD-810F Illumination Spectra) FOB Destination (Fort Huachuca, Arizona 85613). Payment will be made by Government Credit Card under Net 30 Terms. Offers are due no later than 1200 hours, Tuesday, 5 April 2005 and shall be submitted electronically at virginia.miller@epg.army.mil. EVALU ATION CRITERIA / PROCEDURES: Offers will be evaluated based on the following best value criteria in descending order of importance: Meeting the Requirement, Proposed Delivery Schedule, Past Performance and Price. Offerors shall include a com pleted copy of FAR provision 52.212-3, Offeror Representations and Certifications Commercial Items, and furnish Offeror's Federal Tax Identification Number, Cage Code, Central Contractor Registration Number, DUNS Number and applicable FSC Codes with thi s offer.
