Description
The U.S Army CECOM intends to award a Spare Parts contract to L-3 Communications (L-3), 640 North, 2200 West, P.O. Box 16850, Salt Lake City, Utah on a sole source basis in accordance with 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible So urce. The proposed action is for a five-year, Firm-Fixed Price, Indefinite Delivery Indefinite Quantity contract for spare parts for the AN/TSC-156 Phoenix Tactical Super High Frequency Satellite Terminal (Phoenix) and its components. The Phoenix is a tra nsportable, multi-band, multi-channel Tactical Satellite (TACSAT) terminal that operates in the C, X, Ku and Ka bands over commercial and military satellites. It provides high-capacity range extension at selected Echelons Above Corps and Corps Signal Units . L-3 is the developer and original equipment manufacturer of the Phoenix, and maintains system-level and product-level configuration and data management control of this TACSAT terminal. The Phoenix is a state-of-the-art satellite terminal. The Government does not possess technical data or drawings to enable a competitive acquisition. L-3 is the only source that possesses technical data, such as engineering drawings, specifications, acceptance test procedures, depot repair parts, and costly special test eq uipment for the Phoenix and its components, all of which are required to accomplish the required depot level repair and on-call technical assistance services.
