Description
This is a REQUEST FOR INFORMATION (RFI). The Intelligence and Information Warfare Directorate (I2WD) is currently conducting market research only. No award is intended as result of this request. I2WD is interested in locating prospective offerors f or a proposed acquisition providing support services to the Intelligence and Information Warfare Directorate (I2WD) and any Communications-Electronics Research and Development Engineering Command (CERDEC) activity requiring Engineering, Technical, and Oper ational Support Services (ETOSS). These support services include technical, engineering, program management, prototype development and fabrication and operations expertise in support of intelligence, electronic warfare and information operations system de velopment. This contract will be a follow-on to the current Technical, Engineering, Fabrication, and Operations Support (TEFOS) Services contract. DRAFT documents, including a solicitation and performance work statement will be posted on the Army Single Face to Industry (ASFI) https://abop.monmouth.army.mil on or about 11 Apr 2005. The total estimated value of this requirement is $495 million over 5 years. The ordering period is expected to be one five-year basic contract period (no options). The Government intends to be able to issue Time and Material (T&M), Time and Material Award Fee, Firm Fixed-Price (FFP), and Cost-Plus Fixed Fee Task Orders under this contract. Requirements will be fulfilled on a task order basis in a competitive environment. The Government intends to award more than one Indefinite Delivery Indefinite Quantity (IDIQ) type contract. The North American Industrial Classification System (NAICS) code of 541710, Research and Development in the Physical, Engineering, and Life Science s, applies to this acquisition. The associated Small Business size standard for this NAICS code is 500 employees. It is the Governments intent to maximize small business participation in this effort at both the prime contractor and subcontractor levels. Small businesses are urged to provide responses regarding possible joint ventures and teaming arrangements to perform as prime contractors on this acquisition consistent with SBA guidance at 13 Code of Federal Regulations (CFR) Section 121.103. Security requirements for the basic contracts will be as follows: All Contractor facilities shall provide an appropriate means of storage for classified documents, equipment and material and non-classified equipment and materials up to and including the TO P SECRET level; contractors must have either a Secure Compartmented Information Facility (SCIF) or access to a SCIF that is within 15 miles of Fort Monmouth, New Jersey as well as personnel security clearances of Top Secret/Special Compartmented Informatio n (TS/SCI). Sixty percent of the personnel proposed to support each contract must possess a Secret Personal Security Clearance at the time of award. Twenty-five percent of the contractor personnel proposed to support each contract must possess a TS/SCI s ecurity clearance at the time of award. Fifty percent of the personnel proposed to support each contract must possess TS/SCI/TK security clearance within three months of the award, and seventy-five percent within six months of award. The offerors must pr esent a realistic ramp up plan to obtain these percentages. Only approved clearances will be acceptable to meet these percentages. Additional information will be posted on the ASFI as it becomes available. Initial responses are to be received within 10 calendar days of the date of this notice.
