Description
The Naval Air Warfare Center Weapons Division, China Lake, intends to award a firm fixed price contract on a sole source basis to the University of Utah, 1471 E. Federal Way, Salt Lake City, UT 84112 for the development of a software program that will parameterize aluminum ignition, combustion, and diffusion models found in explosions like that of a Hellfire warhead detonation, which can be integrated in a turbulent model. The simulation must be quantitatively validated reaction chemistry and turbulent mixing component that can be used in CTH or ALE3D. The intended use for the outcome of this work is to provide a framework and tools that will apply to both gaseous and particle-laden combustion from a hellfire warhead detonation. The University of Utah is uniquely qualified because they are the authors of the software specific to sub grid modeling. The University of Utah developed computational tools used to assess complex problems evidenced in the enhanced blast. ! The computer codes utilized in the computational tools have been verified and validated by the Center for the Simulation of Accidental Fires and Explosions (CSAFE) software. The University of Utah is the only contractor who can develop this model because of their prior research and development of the necessary software tools and their extensive experience in massively parallel, large eddy simulations of liquid fuel fires. Estimated length of contract is one basic year with two one year options. Out years work is anticipated to improve the Reaction Model development. Respondents, other than the above, should submit, at a minimum, their qualifications and any other information considered pertinent to the requirement to the Contract Specialist within 30 days after publication of synopsis. The POC for this requirement is Kim Matsunaga, Contract Specialist at (760) 939-7084 by phone, (760) 939-8329 by fax, or Kim.Matsunaga@navy.mil by electronic mail. All responsible sourc! es may submit a quotation, which shall be considered by the agency. See Numbered Notes 22.
