Description
The Department of the Navy proposes to obtain the replacement of an existing recovery well with a new recovery well, at Lakehurst Naval Air Engineering Station in Lakehurst, New Jersey. The contractor shall provide all labor, equipment, material, and supervision necessary replace existing recovery well RWAB-5 with a new recovery well, properly abandon the existing recovery well RWAB-5 and connect the new recovery well to the influent pipe for the Area A groundwater treatment facility including the installation of all electrical and mechanical equipment required so that groundwater can be pumped from the new RWAB-5A at 125 GPM for treatment via the existing Area A treatment system. The Contractor shall prepare and/or obtain all required permits from the Local, State, and Federal Agencies that govern the work location including the preparation of the well installation and well abandonment permit applications. The Contractor shall submit all prepared permit applications to NAES. NAES will review and sign the permit applications prior to contractor submission to the NJDEP. It will be necessary to obtain a digging permit from NAES prior to installation of the well. The Contractor shall coordinate this effort with appropriate station personnel. The NAICS code for this procurement is 237110 (Waste and Sewer Line and Related Structures Construction). The size standard is $28,500,000.00. The proposed procurement is 100% Set-Aside for Small Business concerns. Performance period for this work will be a period of 90 calendar days commencing within 30 days after notice of award. In accordance with FAR 5.102(d), all solicitation documents will be limited to electronic medium using Adobe Acrobat (PDF) file format. Downloading from the Internet is free of charge, however some specifications may take a considerable amount of time to download. All prospective offerors are encouraged to register for the solicitation prior to downloading it from the ESOL website. Notification of any changes to this solicitation (amendments) shall be made from the ESOL website. Only registered contractors will be notified by e-mail when amendments to the solicitation are issued. Official planholders list will be maintained on the ESOL website and can also be printed from the website. Planholders lists will not be faxed and will only be available from the website. All potential contractors are required to register in the Department of Defense (DOD) Central Contractor Registration (CCR) Database. Failure to register in the CCR makes an offeror ineligible for award of DoD contracts. Information regarding this registration may be obtained by accessing the website at http://www.ccr.gov. Exact RFQ issuance and closing dates, as well as the date and location of the pre-bid conference will be set forth prior to release of the RFQ.
