Description
NAICS Code: 541990 The United States Environmental Protection Agency, under the Simplified Acquisition Procedures of FAR Part 13, is soliciting competitive offers for a current student (in good standing enrolled in a degree program, not necessarily carrying a full course load, but pursuing a degree at a recognized educational institution) or recent graduate to provide personal services under a contractual agreement to support the National Homeland Security Research Center (NHSRC) of EPA's Office of Research and Development. The Fiscal Year 2003 Consolidated Appropriations Resolution authorized ORD to acquire personal services through temporary or intermittent recent graduate/student services. The NHSRC is undergoing a reorganization that shall involve numerous personnel actions which will require assistance services. Specific functions shall encompass employee benefits, retirement counseling, career development, performance management, personnel actions, and quality of life issues. The student shall also assist with recruitment support, employee relations, advisory services, and development, implementation, and enhancement of training and employee orientation programs. The student must be enrolled in a university pursuing a degree in communication arts, business administration, or a related curriculum, have a working knowledge of Microsoft Word, Excel and PowerPoint and the ability to learn and use other software systems such as Lotus Notes and data base information systems. The student should have a demonstrated ability to organize and maintain a variety of files and documents, both paper and electronic, and be citizens of the United States. The student shall have access and operate a system of records on individuals, subject to the Privacy Act of 1974, Public Law 93-579, December 31, 1974 (5 U.S.C. 552a) and applicable agency regulations. Violation of the Act may involve the imposition of criminal penalties. Applicants must agree to a background check, FBI fingerprint check, and suitability determination by the EPA. The student shall sign and date the Student Acknowledgment of Special Terms before work under the contract commences. The student will be required to register with Dunn & Bradstreet and register with the Central Contractor Registry (CCR). This work is expected to begin approximately May 16, 2005, for a period of twelve (12) months through May 15, 2006, anticipating approximately 2,080 total hours, thereafter to include an optional performance period of an additional 12 months through May 15, 2007, for an additional 2,080 hours, at the discretion of the EPA . Extension or continuance beyond 24 months is prohibited. The hourly rate for this position is set, as follows: $14.75 per hour, for recent graduates with a baccalaureate degree (within the last two (2) years); and, $13.19 per hour for students who have completed two (2) or more years of college.
