Description
NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Cepheid, 1109 Borregas Ave. Sunnyvale, CA 94089, for the acquisition of CLIN 1: automated sample processing and Quantitative PCR analysis instrument (GeneXpert system), supplies for operating and evaluating the instrument and training on the use of the instrument at the manufacturer's facility in Sunnyvale California. CLIN 2: upgrade for a non-automated Quantitative PCR analysis instrument for the detection of new fluorescent reporter dyes. The upgraded instrument will be used to facilitate the development and evaluation of multiplex PCR assays for the simultaneous detection of several DNA targets that can be immediately transferred to the GeneXpert system. The GeneXpert system has the capability to employ the current EPA method for rapid analyses of bacterial indicator in a fully automated manner. The EPA has identified Cepheid, the only vendor capable of satisfy the requirement. In order to maintain consistency and scientific validity. The circumstance permitting "other than full and open competition" is FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
