This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (xxvi) This solicitation number HQ0095-05-R-0037 is a Request for Proposal (RFP) for Transcription, Television Monitoring Services and Internet/Web Services as described herein. (xxvii) This reference number and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-02, dated 23 March 2005. (xxviii) The applicable NAICS code is 519110 and the corresponding size standard is 500 employees. The Small Business Competitiveness Demonstration Program does not cover this procurement. (xxix) LINE ITEMS (CLINS): The period of performance under this contract is 5 years (1 base year of 12 months and 4-12 months option periods under a Firm Fixed Price Arrangement. Performance start date is 4 April 2005. Base- 4/4/05 ? 3/23/06. CLIN 0001 Transcription Services Option I- 3/24/06 ? 3/23/07. CLIN 0001 Transcription Services Option II- 3/24/07 ? 4/23/08. CLIN 0001 Transcription Services Option III- 4/24/08 ? 3/23/09. CLIN 0001 Transcription Services Option IV- 3/24/09 ? 3/23/10. CLIN 0001 Transcription Services (xxx) DESCRIPTION OF THE REQUIREMENT: Statement of Work A. BACKGROUND INFORMATION The Assistant Secretary of Defense- Public Affairs (ASD(PA)) serves as the principal staff advisor and assistant to the Secretary of Defense (DoD) public Information and all related matters. Critical to the mission of the Office of the Assistant Secretary of Defense-Public Affairs (OASD(PA)) is the ability to access news information sources on a real-time basis in order to provide public affairs guidance to the Department?s senior leaders on breaking news and on public opinion concerning Defense ?related matters. Transcription Services. Vendor will provide transcripts of DoD briefings and press conferences, interviews with senior DoD officials via e-mail, which will then be posted by the government to the appropriate web page of the Department. Additionally, vendor agrees, upon request from the government, to transcribe and e-mail to the governmentother weekday DoD and military service briefings, speeches and statements. Transcripts may become available during duty and non-duty hours, weekends or holidays. B. PURPOSE AND OBJECTIVES OF THE AWARD This contract will become a key mechanism in the provision of up-to-date information to the media and the public as required by the public affairs charter. Through this contract (OASD(PA)) will make available transcripts of DoD interviews and briefings of key leaders. C. VENDOR REQUIREMENTS 1. Vendor authorizes the government to post to the appropriate web page of the DoD Internet site those vendor transcripts of DoD briefings, press conferences, and interviews produced by vendor. 2. Vendor agrees to convert these transcripts to Microsoft Word format and e-mail them to an e-mail address specified by the government immediately after the transcript is completed. 3. Vendor agrees, upon request, to transcribe and e-mail to the government other weekday DoD and other military service briefings, speeches and statements. The government agrees to provide vendor at least two hours advance notice of its need for additional coverage but vendor understands breaking developments may not always make this possible. In such an event, the government agrees to provide as much advance notice as possible. 4. Vendor agrees, upon request by the government to make the transcripts available to Nexus-Lexus. 5. Vendor must have the capability to accept submissions via both digital and analog lines, and .wav files through e-mail. 6. Vendor agrees to the following turn around times: a. 2-hour turn around time for an event that is 30 minutes or less in duration b. 4-hour turn around time for an event of 31-60 minutes in duration 7. Vendor must have a 95% accuracy rate. Period of Performance. This agreement shall be renewed for a term up to five years (Base year and four one-year options). The Government may elect to extend the term of the purchase order by the inclusion of ?Option? periods for a term not more than five years with the understanding that continuation of each fiscal year is contingent upon the availability of funds for the services and customer?s needs. D. GOVERNMENT RESPONSIBILITIES General: To assist vendor to achieve greatest possible spelling accuracy of the transcripts, the government agrees to provide vendor by fax or e-mail a list of correct spellings of names, places, acronyms and other unusual words used in briefings. Equipment: It shall be the government?s responsibility to procure the computer, Internet provider, (ISP) and e-mail software to send transcripts and to receive products for the government?s use only. E. CONTROL PROCEDURES Performance by vendor is subject to any occurrence that arises out of causes beyond the control and without the fault or negligence of the contractor, and payments shall not be affected by any interruption caused thereby, if vendor can establish that it was not in default or that failure to perform is excusable. (xxxi) None (xxxii) The following provision applies to this acquisition: Federal Acquisition Regulation (FAR) 52.212-1 Instructions to Offerors- Commercial Items. The following provision is being added as an Addendum: FAR 52.214-31 Facsimile Bids/Quotes, Bidders may submit facsimile bids as responses to this solicitation. (xxxiii) The following provision does not apply to this acquisition: FAR 52.212-2 ? Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government price and other non-price factors considered. Technical capability will be rated. Price will be considered. The Government will rate each offeror(s) technical capability on the following sub factors in order of importance: (1) 95% transcription rate without errors (2) An event of 30 minutes trancribed within 2 hours (3) An event of 31-60 minutes transcribed within 4 hours. (4) Digital and analog submissions allowed, to include direct feed over the phone line (5) Transcripts accepted between 0800 and 2000 on weekdays and (6) transcripts accepted on weekends between 0900 and1700. Technical capability will be rated solely on the content of information submitted. Therefore, it is essential that offerors provide sufficient technical literature, documentation, etc., in order for the Government?s evaluation team to make an adequate technical assessment of the proposal as to meeting the technical capabilities. (xxxiv) Offerors are to include a completed copy of provision FAR 52.212-3 entitled Offeror Representations and Certifications- Commercial Items (xxxv) The following provisions apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions ? Commercial Items. Addendum to the above clause is FAR 52.243-1 Changes ? Fixed Price. (xxxvi) The following clause is applicable to this acquisition: FAR 52.212-5 entitled Contract Terms and Conditions Required to Implement Statutes Or Executive Orders ? Commercial Items. The following FAR clauses within the aforementioned clause are being selected as applicable: 52.222-3, 52.222-21, 52.222-26, 52.222-35, 52.222-37, 52.222-41, 52.222-42, 52.222-43, 52.222-43, 52.222-44 and 52.232-33. (xiii) Other applicable clauses/provsions: FAR 52.217-5 Evaluation of Options, FAR 52.217-9 Option to Extend the Term of Contract, FAR 52.217-8 Option to Extend Services, FAR 52.232-18 Availability of Funds for Next Fiscal Year.
