Description
The Department of Homeland Security (DHS) Headquarters, Office of Procurement Operations, anticipates issuing a Request For Proposals (RFP) solicitation on/about February 23, 2005 for comprehensive Human Resources (HR) services to meet DHS Headquarters mission requirements and support daily HR operations for DHS employees and managers. DHS anticipates awarding a commercial-item Indefinite-Delivery/Indefinite-Quantity (ID/IQ) Task Order Contract to a single provider. The Task Order Contract will have a one-year Base and four one-year Options. The estimated total amount for all orders during the five-year contract period is $60 million. DHS anticipates awarding the Task Order Contract and first task order (Task Order 1) by April 30, 2005. Performance will begin on May 1, 2005. DHS anticipates conducting a Pre-Proposal Conference on February 28, 2005 in the Washington DC area. Location and time will be provided upon registration. Attendance is optional and will have no bearing, influence or impact during the evaluation process. The purpose of the Conference is to describe the scope of work required, clarify instructions for submitting proposals and explain how proposals will be evaluated. Written questions received by February 24 will be addressed during the Conference. Questions received during the Conference may be addressed during the Conference. All questions received either before or during the Conference will be addressed in an amendment to the solicitation following the Conference. Potential offerors are cautioned that, notwithstanding any remarks, statements, clarifications or responses provided during the Conference, all terms and conditions of the solicitation remain unchanged unless specifically changed in writing by amendment. It is the responsibility of each offeror to seek clarification on any perceived ambiguity in the solicitation or subsequent amendments issued. Potential offerors interested in attending the Conference are required to register via e-mail with Leah Wilson (Leah.Wilson@dhs.gov) by 12:00PM Eastern Time on February 24 in accordance with the following instructions. Due to the limited seating capacity of 50, attendance is restricted to two representatives per company. Registration for the Conference will be accepted from the first 25 companies, assuming two representatives per company. E-mail requests will be processed on a first-received basis. Upon receipt of e-mail requests, DHS will respond to potential offerors via e-mail in order to notify whether they will be able to attend the Conference. The following information is required in the e-mail request to register each attendee for the Conference: attendee name, attendee position title, company name, company address, attendee phone number and e-mail address. With the exception of written questions pertaining to the solicitation, DHS will not accept written correspondence, literature or any other proposal-type submissions from companies during the Conference. Companies are not permitted to use any types of recording devices during the Conference. The Government will conduct a two-phased approach for this acquisition. Phase One will identify those companies who will be invited to participate in Phase Two of the competition. Offeror submissions in response to Phase One will be evaluated to determine the most qualified offerors considering the following: (1) Responses to technical questions; (2) Past Performance; (3) Corporate Experience; and (4) Pricing. DHS anticipates offerors will provide submissions under Phase One on/about March 11. DHS will evaluate Phase One submissions and notify offerors whether they will be invited to participate in Phase Two. DHS anticipates notifying offerors about their eligibility to participate in Phase Two on/about March 23. Phase Two will begin with Oral Proposals to address Technical Approach, Management and Staffing Plan, Pricing and Extent of Participation of Small and Small Disadvantaged Business Concerns. DHS anticipates Oral Proposals will be made between March 28 and April 8. DHS anticipates discussions will be conducted during Oral Proposals. The purpose of Oral Proposals will be for offerors to detail their Technical Approach for meeting all objectives and milestones identified in the Statement of Objectives (SOO). As provided in the solicitation, Technical Approach includes a Transition Plan to begin services without disruption to customers and a Performance Plan identifying performance measures to assist DHS in gauging the provider’s success in meeting DHS objectives. In addition to Technical Approach, offerors will detail their Management and Staffing Plan, including Key Personnel, describing how resources will be in place and ready to perform by May 1. Following Oral Proposals, offerors will submit Final Proposal Revisions. to include their revised final offer, inclusive of acknowledgment of any incorporated amendments, completed representations and certifications, subcontracting plan, pricing information and Technical Approach. DHS anticipates submission of Final Proposal Revisions on/about April 13 and award of the Task Order Contract and Task Order 1 by April 30. Due to the significant expense and effort associated with proposing against a SOO-based requirement, contractors contemplating competing for this contract are asked to carefully review the solicitation and make a realistic self-assessment as to their potential viability.
