Description
The U.S. Department of State, Bureau of Intelligence and Research, has developed the need for program support services. We are seeking a contractor to furnish five qualified individuals for the day-to-day operations of the Bureau's Consular Affairs Watch and TIPOFF programs. Tasks that contractor personnel will be responsible for include: management and maintenance of the programs' database; analyzing sensitive information regarding individuals seeking entry to the United States; analyzing intelligence reports on individuals associated with international organized crime; effectively communicating with Consular Affairs personnel posted world-wide; providing timely and accurate responses to emergency requests at all times of the day; effectively coordinating the collection and dissemination of sensitive information to multiple government agencies. These tasks involve shift work, and personnel will be required to work late nights/early mornings and weekends. Offerors may only propose personnel who will already possess a Top Secret/Secret Compartmented Information (TS/SCI) clearance at the outset of the period of performance. Personnel must be qualified to perform the above tasks. Offerors proposing individuals with a background in consular affairs will be rated more favorably than those who do not. Personnel must be identified in offerors' proposals. The period of performance will be one year, with four one-year options. We are currently targeting mid-September 2004 for contract award, and September 30, 2004 to begin contract performance. We anticipate awarding a firm-fixed price contract to fulfill this requirement. Formal solicitations will not be issued until July 14, 2004. Proposals will be accepted until August 16, 2004. Businesses of all sizes, including small businesses, are encouraged to submit proposals for this requirement. Businesses are also invited to submit joint proposals, if such partnering would result in an advantageous offer.
