- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is FA9301-05-B-0001. This solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-27 and Change Notice (DCN) 20050113. This acquisition is unrestricted. The North American Industry Classification System (NAICS) Code is 541850. The acquisition is for the following items: Contract Line Item (CLIN) 0001, 12 Months, Billboard Advertising Sign (14’ x 48’ and the sign is illumination) On Highway 14 in the area of Springs Overpass Facing South for use in Recruiting Specialized Career Fields at Edwards Air Force Base California. Period of Performance is 1 April 2005 through 31 March 2006. Contract Line Item (CLIN) 0002, 1 Each, Production of one 14’ x 48’ Vinyl Wrap Including One (1) Copy Change Made during Length of Campaign. The following provisions and clauses apply: Provision 52.252-1 Solicitation Provisions Incorporated by Reference. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. (End of Provision) Provision 52.212-1, Instructions to Offerors--Commercial; clause 52.212-4, Contract Terms and Conditions--Commercial Items; clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders--Commercial Items (to include: 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era); clauses 52.204-7, Central Contractor Registration, 52.232-33 Mandatory information for electronic funds transfer payment; and provision 52.212-2 Evaluation—Commercial Items, the following factor shall be used to evaluate offers: technically acceptable lowest priced offer. Offerors must include a completed copy of the provision 52.212-3, Offeror Representations and Certifications--Commercial Items with the offer, Prospective contractors shall complete electronic annual representations and certifications at ORCA (http://orca.bpn.gov) in conjunction with Central Contractor Registration (CCR) database. Any offeror that is received and has not complied with ORCA registration will not be consider. The following DFARs clauses apply to this acquisition: 252.212 7001, Contract Terms and Conditions Required to Implement Statutes Applicable to Defense Acquisitions of Commercial Items (including 252.225-7001 Buy American Act and Balance of Payment Program); 252.204-7004 ALT A, 252.232-7003, Payment Submission by Electronic.
