Description
The Directorate of Contracting, Fort Bliss, Texas, is soliciting proposals for a contractor to furnish all labor, materials, tools, equipment, transportation, and supervision to perform a Job Order Contract (JOC). The JOC is for a broad range of sust ainment, restoration, and modernization (SRM) projects in and around Fort Irwin, CA. Fort Irwin is located in San Bernardino County, CA. It provides over 1,000 square miles of ground for readiness training. The associated North America Industrial Code System code is 236220. Small Business size standard is $28,500,000. The contract will be an Indefinite Delivery/Indefinite Quantity, firm-fixed-price type contract against which the Contracting Officer will issue individual task orders. Task order amount s will vary between a minimum of $2,000 but not exceeding the amount of SRM authority delegated to the installation. The JOC is a comprehensive collection of detailed projects using pre-established unit prices from the JOC Construction Task Catalog, or Uni t Price Book. Provisions will be included for liquidated damages for each task order. The successful Contractor shall be required to maintain an on-site office to accomplish individual task orders. The Contractor is required to furnish all supervision, pe rsonnel, materials, equipment, and supplies necessary to manage and accomplish the tasks. Task orders include but are not limited to work in a variety of trades such as carpentry, road repair, roofing, excavation, demolition, concrete, masonry, and weldin g. The proposed contract will be for a 12-month base period with four additional one-year options. The guaranteed minimum amount for the base period is $300,000 and the maximum amount for the same period is $10,000,000. The maximum amount is not guarante ed. A bid bond in the amount of $300,000 is required. Performance and Payment bonding in the estimated annual maximum amount of $10,000,000 is also required. The solicitation is expected to be issued on or about 2 May 2005 and proposals will be due on or about 13 June 2005. A pre-proposal conference will be conducted on or about 12 May 2005 at Fort Irwin. A site visit may held at the same time. Time and location of conference will be provided to interested offerors who register to attend. Due to security requirements, interested offerors must register by providing the Contract Specialist, in writing or via electronic mail, the names of the individuals who will attend the conference and the names of their companieslimited to two representatives per company . Unless you already have a permanent vehicle pass, you will be required to obtain a one-day vehicle pass. You will be required to present the following information: (1) vehicle registration, (2) valid drivers license, (3) current insurance card, (3) or car rental agreement (if applicable). Attendees at the pre-proposal conference are cautioned that the Government will not wait for anyone who is late or lost and will not hold another pre-proposal conference. Written questions must be furnished to the Cont ract Specialist no later than 1:00 PM on 9 May 2005. Solicitation documents include CSI-type specifications and site-specific Construction Task Catalog (CTC). The specifications and Unit Price Book are available on Compact Disk (CD-ROM) and will be provide d on a first come, first served basis at a cost of $30 per CD, one per firm. No documents will be provided on printed-paper hard copy format. Only a cashiers check or Money Order is acceptable methods of payment. The payment may be mailed to: Directora te of Contracting, ATTN: SFCA-SR-BL (Mrs. Briseno), 2021 Club Rd, Fort Bliss, TX 79916-6812. Make the check or Money Order payable to: Central Disbursing. Write the solicitation number on the check or Money Order. Interested offerors are cautioned that t he CD-ROM will not be released until payment is received. All questions are to be submitted in writing to brisenom@bliss.army.mil. Questions submitted less th an 5 days prior to the closing date may not be addressed before solicitation closing date; therefore, offerors are advised to submit questions as soon as possible. Please provide your company name, telephone, point of contact, e-mail address, and solicita tion number on all questions. Responses to questions are not considered changes to the solicitation as the only way the solicitation can be changed is through an amendment that will be issued.
