- On behalf of the Office of the Assistant Secretary of the Army Installations and Environment (ASA-(I&E)) and the Defense Contracting Command-Washington (DCC-W). This proposed contract is being considered as a 100 percent set-aside for historically bl ack colleges and universities (HBCUs) and minority institutions (MIs), as defined by the clause at 252.226-7000 of the Defense Federal Acquisition Regulation Supplement. Interested HBCUs and MIs should provide the contracting office as early as possible, b ut not later than 5 days after the Request for Proposal (RFP) is posted, evidence of their capability to perform the contract, and a positive statement of their eligibility as an HBCU or MI. If adequate response is not received from HBCUs and MIs, the soli citation will instead be issued, without further notice, as: _____________N/A____________________ (indicate if unrestricted, or restricted for small business or small disadvantaged business, etc.). Therefore, replies to this notice are also requested from _________________N/A____________________________ (enter the types of firms to be solicited in the event an HBCU or MI set-aside is not made). NOTE: Eligibility as an HBCU or MI certification may be submitted as part of the proposal package. This will com ply with the DFARS mandate of providing certification within 15 days of this note. The Statement of Work (SOW) sets forth the requirement for a Program to facilitate the exchange of information with Western Hemisphere countries. This Program will encompass innovative technologies that further the efficient management of military installations, environment, safety and occupational health, and that develop the use of renewable energy and other clean energy resources. The Western Hemisphere Information Exchang e (WHIX) Research and Development Project will develop and implement R&D projects that support Environmental, Safety, and Occupational Health (ESOH), energy requirements and infrastructure associated with military operations. These requirements will be id entified from information exchange opportunities identified in the WHIX Project. The WHIX R&D Project serves as a point of departure for a longer-term sustainable Program. The final report and briefing shall be accomplished within 4 years after the date o f the contract award.
