PROPERTY BOOK OFFICE SUPPORT SERVICES (PBOSS) FOR CENTCOM AOR SOURCES SOUGHT ANNOUNCEMENT I. GENERAL REQUIREMENTS STATEMENT A. INTRODUCTION THE ARMY FIELD SUPPORT COMMAND (AFSC) HAS A REQUIREMENT TO AWARD ONE (1) LABOR HOUR TASK ORDER INCLUDING FOUR (4) OPTION YEARS TO PROVIDE PROFESSIONAL SERVICES, INITIALLY IN SUPPORT OF AFGHANISTAN, WITH POSSIBLE CONTINUING SUPPORT OF VARIOUS COUNTRIES IN CENTCOM AOR. THE AWARD WILL BE MADE TO THAT OFFEROR WHOSE PROPOSAL IS MOST ADVANTAGEOUS TO THE GOVERNMENT AS A BEST VALUE CONTRACT. IT WILL BE AWARDED AS AN INDEFINITE DELIVERY INDEFINITE QUANTITY (IDIQ) CONTRACT WITH TASK ORDERS. AFSC HAS BEEN TASKED TO ESTABLISH THEATER WIDE ASSET VISIBILITY AND MAINTAIN PROPERTY ACCOUNTABILITY OF ALL EQUIPMENT UNDER THE SCOPE OF THE PROPERTY BOOK OFFICE. THIS INITIALLY INCLUDES ALL END ITEM EQUIPMENT DESIGNATED AS STAY BEHIND EQUIPMENT (SBE) IN AFGHANISTAN WITH FUTURE EXPANSION POSSIBILITIES TO VARIOUS PROPERTY BOOK OFFICE EQUIPMENT IN CENTCOM AOR. AFSC IS ALSO TASKED TO PROVIDE ASSET VISIBILITY BY UNIT AND SERIAL NUMBER AVAILABLE VIA DEPLOYMENT ASSET VISIBILITY SYSTEM (DAVS) AND BATTLEWEB. UNDER THE UMBRELLA OF ASSET ACCOUNTABILITY, AFSC MUST MAINTAIN ACCOUNTABILITY SUPPORT OF UNIT ORGANIC PROPERTY VIA STANDARD PROPERTY BOOK SYSTEM-REDESIGN (SPBS-R). THE MISSION OF THIS ORGANIZATION IS TO ACCOUNT FOR PROPERTY, PROVIDE VISIBILITY OF PROPERTY, INTEGRATE DATA, AND COORDINATE WITH HIGHER HEADQUARTERS. KEY TO THIS ORGANIZATION IS THE SERVICES PROVIDED BY CONTRACTORS UNDER THE PERFORMANCE WORK STATEMENT (PWS). B. GENERAL REQUIREMENTS THE CONTRACTOR SHALL PROVIDE PERSONNEL FOR THEATER WIDE ASSET VISIBILITY AND ACCOUNTABILITY OF ALL HQDA DESIGNATED TAS EQUIPMENT IN CENTCOM AOR. THE PERIOD OF PERFORMANCE WILL BE A ONE YEAR EFFORT WITH FOUR (4) OPTION YEARS. II. SOURCE SELECTION APPROACH THE SOURCE SELECTION WILL BE BASED ON THE FOLLOWING ELEMENTS IN DESCENDING ORDER OF IMPORTANCE: 1. RELEVANT EXPERIENCE AND PAST PERFORMANCE OF THE OFFEROR IN MANAGING SIMILAR COMPLEX TASKS. 2. RELEVANT EXPERIENCE AND TECHNICAL CAPABILITY OF THE PROPOSED PERSONNEL. 3. PROPOSED PROJECT PLAN AND UNDERSTANDING OF THE REQUIREMENT. 4. PRICE. ELEMENT 1. RELEVANT EXPERIENCE AND PAST PERFORMANCE IS A MEASURE OF THE DEGREE TO WHICH AN OFFEROR SATISFIED ITS CUSTOMERS IN THE PAST AND COMPLIED WITH ALL LAWS AND REGULATIONS. THE GOVERNMENT MAY CONTACT SOME OF EACH OFFEROR'S CUSTOMERS TO ASK (A) WHETHER THEY BELIEVE THAT THE OFFEROR WAS CAPABLE, EFFICIENT AND EFFECTIVE (B) THAT THE OFFEROR'S PERFORMANCE CONFORMED TO THE TERMS AND CONDITIONS OF ITS CONTRACT (C) THAT THE OFFEROR WAS REASONABLE AND COOPERATIVE DURING PERFORMANCE. THE GOVERNMENT MAY CONSIDER PAST PERFORMANCE INFORMATION OBTAINED FROM OTHER SOURCES. ELEMENT 2. RELEVANT EXPERIENCE AND PAST PERFORMANCE OF THE PROPOSED PERSONNEL. THE GOVERNMENT WILL EVALUATE TECHNICAL CAPABILITY TO PERFORM THE REQUIREMENTS IN THE PWS. ELEMENT 3. THE PROJECT PLAN IS A MEASURE OF THE OFFEROR'S UNDERSTANDING OF THE REQUIREMENTS AND THE STAFFING NEEDED TO PERFORM THE REQUIREMENTS. ELEMENT 4. THE GOVERNMENT WILL PERFORM A COST ANALYSIS FOR EACH OFFEROR. THIS WILL BE BASED ON ANALYSIS OF COST DATA, OFFEROR'S DATA, AND THE PROPOSED ALLOCATION OF MAN-HOURS AND LABOR MIX. OFFERORS ARE CAUTIONED THAT TO THE EXTENT PROPOSED COSTS APPEAR UNREALISTIC, THE GOVERNMENT MAY INFER EITHER A LACK OF UNDERSTANDING OF THE REQUIREMENTS, INCREASED RISK OF PERFORMANCE OR LACK OF CREDIBILITY ON THE PART OF THE OFFEROR. THE DETAILED PROPOSAL REQUIREMENTS AND BASIS FOR AWARD WILL BE PROVIDED IN THE RFP. V.
