- NOTE: Any prospective Offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil. Contractors may view and/or download this solicitation and all amendments from the I nternet after solicitation issuance. Description of work: Design and Construction of a Fire Crash Rescue Station which consists of design, permitting, site preparation, demolition and construction. The project will construct approximately 5,431 square meters of a Fire Crash Rescue Station an d demolition of approximately 1,237 square meters of existing buildings currently being used as the Fire Crash Rescue Station. The contract will be Firm-Fixed Price (FFP). The project will be solicited and procured using a one phase design-build request f or proposal in accordance with FAR 36. Offerors are required to submit a price and technical proposal. Each proposal shall contain the Offerors best technical proposal and best price. Award will be made to an Offeror whose technical submittal and price proposal contain the combination of the criteria requested that offers the best value to the Government. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers . Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror. PRICE is equal in importance to all technical factors when combined. Technical Factors: Factor 1 - Offeror Past Performance. This factor is equal in importance to factors 2 and 3; and, is significantly more important than factors 4, 5, 6 and 7. Factor 2 - Corporate Relevant Specialized Experience. This factor is equal in importance to factors 1 and 3 and, is significantly more important than factors 4, 5, 6 and 7. Factor 3 - Building Function And Aesthetics. This factor is equal in importance to facto rs 1 and 2 and is significantly more important than 4, 5, 6, and 7. Factor 4 - Technical Approach Narrative. This factor is equal in importance to factors 5, 6 and 7. Factor 5 - Mechanical Systems. This factor is equal in importance to factors 4, 6 and 7. Factor 6 - Site Design. This factor is equal in importance to factors 4, 5 and 7. Factor 7 - Management Effectiveness. This factor is equal in importance to factors 4, 5, 6. The anticipated cost range is $5,000,000 to $10,000,000. Options may be i ncluded. Network Analysis will be required. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988. This solicitation will be issued in electronic format only and will be available on or about 13 April 2005 on the internet at http://ebs.sas.usace.army.mil. Notification of amendments will be through use of the internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
