Description
The U.S. Army Corps of Engineers, Philadelphia District intends to negotiate for the USACE Marine Design Center, a best-value procurement to obtain one Bow Discharge System (bow discharge coupling, winch and motor, controls, all piping, valves, etc.) for future installation on the DREDGE ESSAYONS, U.S. Army Corps of Engineers, Portland District. Design, component fabrication, factory testing and delivery to Portland, Oregon is required; however, installation of system components on the Dredge ESSAYONS is not part of this procurement action. The acquisition will be a best-value procurement as prescribed in Part 15 of the Federal Acquisition Regulations, and the Simplified Acquisition Procedures defined in Part 13 of the Federal Acquisition Regulations. Proposals will be reviewed for completeness in satisfying the requirements of the RFP. The Proposals will be evaluated on their merit against the evaluation factors listed below: Technical Factors: Similar Past Experience and Performance; Product; Manag ement. Price Factors: Price Realism; Price Reasonableness. The technical factors as a whole are more important than price. However, price remains a significant factor in determining the best value. Initial cost proposals must be submitted along with in itial technical proposal to the Contracting Officer in accordance with the requirements of section L  Proposal Requirements and Evaluation Criteria of the RFP. The government may award a contract on the basis of initial proposals received without discuss ions; therefore, each proposal should contain the offerors best terms. The Request for Proposal Number (RFP) W912BU-05-R-0018 will be available on the Internet Web pages on or about 15 April 2005. Hard copies will not be available. No written or fax re quests will be accepted. Contractors shall download this RFP (including drawings) and all amendments from the Internet web page at the following address https://ebs.nap.usace.army.mil on or after the issue date of the RFP. The official media of distribut ion for the RFP is the Internet Web Page. All amendments to this RFP will be posted to the Internet web page at the above address. Hard copies will not be furnished. It is the contractors responsibility to monitor the web page for any amendments. Inte rested contractors must register on the Internet Web page. If any of the contractors information changes during the advertisement period, contractors are responsible to make changes to their user profile on the Internet Web Page. Failure to make changes in their user profile may cause for delay in receiving notification of the RFP and Amendments. Contractors are responsible for printing copies of the RFP and any amendments. Proposals will be due on or about 17 May 2005. NAICS code is 336611 with a siz e standard of 1,000 employees. Bonding is required and liquidated damages are included. All contractors are required to be registered in the DOD Central Contract Register before award as required by DFARS 204.7300.
