Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate a (sole source) procurement with Quantum Dynamics for eleven (11) commercial off the shelf (COTS) Tachometer Calibrators Model N-11-ECS/3A(WACC) for the U.S. Navy. The Navy requires the units to fill current critical needs in the Fleet. Contract award and delivery is desired in the May/June timeframe. The Navy?s requirement is for a general purpose tachometer tester capable of calibrating handheld tachometers and performing on-site calibrations of various tachometer generators designed for numerous different applications. (e.g. diesel engine to aircraft engine). The tachometer tester requires a round, keyed shaft conforming to SAE specifications along with numerous adapters to interface with the various workload to be performed. Aircraft tachometers require calibration using a 4 foot flexible shaft and a 1/4 inch square drive adapter. The unit must have a wide range (50 - 40,000 RPM). The unit must also come with a photoelectric pickoff. Additional technical specifications call for the tachometer tester to generate a continuously variable angular velocity. Smooth, continuous motion (constant angular velocity) is required from the tachometer tester in order to avoid any damage to the bearings of the tachometer generator under test. The unit requires the following accessories to interface with existing workload items: Photoelectric Pickoff to optically measure rotational speed; Flexible Drive Shaft - 4 foot long, one end mating with Tachometer Tester drive, the other end capable of mating with the following adapters: Adapters: The Tachometer Tester shall have the following drive tip adapters to mate with workload items. All shaft drive adapters shall be secured with a 7/8-18 UNS threaded with a 7/8 to 5/8 inch reducer included. SAE Marine Male Keyed Shaft Outside Diameter: 0.1855 ?0.0025 inch Bottom of shaft to top of key: 0.2425 ? 0.0075 inch; SAE Aero Male Keyed Shaft Outside Diameter: 0.1525 ?0.0025 inch bottom of shaft to top of key: 0.2025 ? 0.0075 inch; SAE Marine Heavy Male Keyed Shaft Outside Diameter: 0.203 ?0.003 inch Shaft to top of key: 0.2425 ? 0.0075 inch; SAE Marine Female Slotted Shaft Inside Diameter: 0.191 ?0.002 inch Slot: 0.073 ? 0.04 inch, 0.94 inch long; SAE Aero Female Slotted Shaft Inside Diameter: 0.161 ?0.002 inch Slot: 0.073 ? 0.04 inch, 0.94 inch long; SAE Marine Heavy Female Shaft Inside Diameter: 0.212 ?0.002 inch Slot: 0.073 ? 0.04 inch, 0.94 inch long; Male Square (0.1025 ?0.0015 inch square); Male Square (0.122 ? 0.002 inch square); Male Square (0.1485 ?0.0015 inch square) Male Square (0.244 ? 0.001 inch square); Female Square (0.1065 ? 0.0015 inch square); Female Square (0.126 ? 0.002 inch square); Female Square (0.152 ? 0.002 inch square); Female Square (0.2475 ? 0.0015 inch square); Male Split Shaft Drive (0.1855 ? 0.0025 inch diameter, 1/4 inch long and 0.047 ? 0.001 inch thick); Female Split Shaft Drive 0.1855 ? 0.0025 inch diameter, slotted 1/4 inch long and 0.0625 ? 0.0025 inch wide); 1/2 inch x 62? Female conical adapter; 3/4 inch x 62? Female conical adapter. The Government intends to procure the above item under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. All responsible sources are encouraged to submit technical information in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
