This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Sea Systems Command intends to issue a cost plus fixed fee contract to Textron Systems Corporation, for mission support for the Aegis Ballistic Missile Defense (BMD) Program. Specifically, the Textron contract will be for on-site operation of the electro-optical systems, including the Stabilized High-Accuracy Optical Tracking System (SHOTS) during missions, post mission data collection, maintenance of all electro-optical systems and engineering and technical services for pre/post mission efforts at the Pacific Missile Range Facility (PMRF) Kauai, HI. Textron is the designer and developer of the electro-optical systems. As the designer of the electro-optical systems, Textron is the only source with the requisite knowledge and expertise to utilize the system. The period of performance will be from date of contract for twelve months thereafter, with four options for an additional twelve months each to provide the same support to Aegis BMD. This contract will be aw! arded pursuant to 10 U.S.C. 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
