- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center Division, Newport, Rhode Island intends to issue a solicitation for the development of interactive multimedia instructions for submarine onboard training. A time and materials contract is anticipated. Interactive multimedia instruction is need for Common Submarine Radio Rooms, AN/BQS-15 (ARCI) HF sonar, Fusion Plot function, and collision and grounding scenarios. The period of performance is one year from date of award. The total estimated level of effort is 5,844 hours. Labor categories include; Manager, Program/Project III; Audio Visual Script Writer; Audio Visual Producer 1; Analyst, Computer Systems 1; Computer programmer II; Audio Visual Director/Producer II; Word Processor II. This action is unrestricted. Award will be mad on the basis of ?Best Value?. The evaluation Criteria is Technical Approach, Personnel, and Past Performance.
