- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is for information only. Justification to permit contracting with Brainbench Inc, Chantilly VA has been prepared using citation 10 U.S.C. 2304(c)(1) as its authority. Extensive research has shown that Brainbench, Inc. is the only company whose examinations meet all of the requirements of the NASA System Administrator certification program. This notice is being issued as a Request for Proposal for System Administrator Certification. It is intended to be a fixed price contract with some Indefinate Quantity line items. The period of performance is 5 years from the date of award of contract. The contract line items are as follows: Item 1: Web based on line system for the delivery and administration of Security and Operating System tests (SOW 3.1). Qty 1 system. Delivery is required in 7 calendar days from the date of contract award. Item 2: A reporting mechanism which provides test results and feedback to the candidate and NASA (SOW 3.2). Qty 1 each. Delivery is required in 7 calendar days from the date of contract award. Item 3: A refresher series of on line training resources to assist System Administrators who are unsuccessful in the Operating system exams (SOW 3.3). Qty 1 set. Delivery is required in 7 calendar days from the date of contract award. Item 4: An on-line training program designed to help prepare the NASA candidates to complete the Security exam and/or provide refresher education for those who are unsuccessful (SOW 3.4). Qty 1 each. Delivery is required in 45 calendar days from the date of contract award. Item 5a: New NASA security exam including source code and operating code (SOW 3.4a). Qty 1 each. Delivery is required in 45 calendar days from the date of contract award. Item 5b: IT security fundamentals exam (SOW 3.4b). Qty 1 each. Delivery is required in 45 calendar days from the date of contract award. Item 6: System Administrator licenses (SOW 3.5 - 3.7). Qty Minimum 300 and Maximum 10,000 seats. Delivery is required as specified on individual delivery orders. The statement of work for the above item(s)is attached. The provisions and clauses in the RFP are those in effect through FAC 2005-02 (23-March-2005). The NAICS Code and the small business size standard for this procurement are 611420 and $6 million. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery shall be FOB Destination to Cleveland Ohio. The DPAS rating for this procurement is DO-C9.
