Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is set-aside for small business only. The NAICS Code for this synopsis/solicitation is 611699, Size Standard= 500 or less employees. Solicitation/Purchase Request number F2BDES5073A100 is issued as a Request for Quote (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular FAC 2005-02, Effective on March 23, 2005. The Government intends to award one contract line item number (CLIN 0001) for a Motorcycle Basic Rider Course. The Statement of Work For Motorcycle Safety Training Course is as follows: CONTRACTOR IS EXPECTED TO PROVIDE THE FOLLOWING PRODUCTS AND SERVICES AND MEET THE SPECIFICATIONS FOR THE BEGGINNERS?S RIDER COURSE a.) The contractor will possess an active Rider Education Recognition Program (RERP) number and will submit the range created on Hanscom AFB to the Motorcycle Safety Foundation under their RERP number. b) The contractor will provide RiderCoaches, all course materials, audiovisuals, helmets and properly maintained motorcycles and fuel for the Basic RiderCourse. c) Hanscom AFB will provide use of parking lot behind base clinic (or alternate location) for riding range and a classroom to conduct classes. Parking lot will be free of obstruction, other vehicles or interruption. d) Hanscom AFB will provide a suitable classroom for a minimum of 12 students and an instructor. Classroom will have whiteboard or equivalent, VCR/DVD player and a monitor. e) Hanscom AFB Safety Office will provide contractor with any documentation that is Department of Defense specific or required and pass this information on to all students - specifically the required personal protective equipment (PPE). f) Hanscom AFB will provide a storage bin to store motorcycles and all range supplies for the duration of the contract. g)Basic RiderCourse will be 2 days (Sat/Sun) 0700 - 1130 for classroom and 1230 - 1730 for riding. Class will be up to 12 students. Basic RiderCourse must meet all requirements of the Motorcycle Safety Foundation. Two day course. Contractor will provide helmets and motorcycles in compliance with DOT and Massachusetts Dept of Vehicles. Contractor will coordinate with the Commonwealth of Massachusetts, Registry of Motor Vehicles, to obtain waiver for road test for each person who successfully completes this course. Qualifies graduates for insurance premium discounts with some motorcycle insurers. The Basic RiderCourse is aimed at beginning riders of all ages. A minimum of seven hours classroom instruction prepares the student for at least 8 hours of practical riding in a controlled, off street environment, typically a parking lot. The contractor provides motorcycles and helmets used in the course. Instruction shall emphasize the special skills and mental attitude necessary for dealing with traffic. All RiderCoaches must be certified by the Motorcycle Safety Foundation to teach this course. All RiderCoach certifications must be current. Contractor is responsible for obtaining range certification through the MSF. Contractor will supply any materials or specialized equipment for use on the range (i.e. pylons, cones, etc). Course must cover straight-line riding, turning, shifting and stopping and gradually progress to cornering, swerving and emergency braking. Classroom training must include, as a minimum, learning about the different types of motorcycles, their controls and how they operate. The instructors, all experienced motorcyclists, will advise students on what to wear for comfort and protection. Classroom training must also include how alcohol and other drugs affect the student's ability to ride safely. A very important segment of the course will show students how to create their own strategy for riding in traffic and dealing with critical situations. The course concludes with a knowledge test and skill evaluation. Students successfully completing this course will be issued a MSF Basic RiderCourse Completion Card. Contractor will provide the results of each student's test and skill evaluation upon termination of class. Hanscom AFB Safety office will coordinate the class roster, names of students, classroom and range site. Contractor will provide all study materials, helmets, fuel and properly maintained motorcycles. Projected course dates are as follows: 30 April-1 May 05 (12 students);14-15 May 05 (12 students); 11-12 Jun 05 (12 students); 16-17 Jul 05 (12 students); 13-14 Aug 05 (12 students) and a possible rain date: 27-28 Aug 05 (12 students) QUANTITY: 5 UNIT OF MEASURE:Each DESIRED PERIOD OF PERFORMANCE: 30 April 2005 ? 28 August 2005 FOB: DESTINATION.
