Description
The NATO Supreme Allied Commander Transformation (SACT) has released a notification of intent to issue an Invitation for International Bidding (IFIB) concerning its plan to hire a contractor(s) to develop a Disease Surveillance System Experiment. The purpose of this experiment is to identify, review, and analyze available systems and capabilities that are capable to provide the rapid collection, identification, analysis, and dissemination of information related to a biological outbreak from either an unintentional or intentional release of a biological agent. Therefore it will enable the rapid recognition of a bio-attack on deployed NATO forces. The deliverable is a demonstration of these systems or capabilities to SACT, in an environment to be chosen by the partner. Partners are asked to report systems and capabilities they are willing to demonstrate and to identify the conditions and location of their demonstration. The aim of this demonstration is to identify prototype systems or capabilities that will be tested in a joint NATO exercise in 2006. This program will be funded by the NATO Military Budget Committee for an estimated $400,000 (1 year base period + 1 year options). Contract selection will follow established International Competitive Bidding (ICB) procedures. Partial Bidding is not authorized. ELIGIBILITY Companies or Nations, in the following called partner, who have or are developing prototype deployable systems or capabilities capable to contribute to the rapid collection, identification, analysis, and dissemination of information related to a biological outbreak from either an unintentional or intentional release of a biological agent. Partner personnel must be citizens of a NATO nation and posses at least a valid NATO SECRET level security clearance. IMPORTANT DATES AND DEADLINES A. Deadline to be placed on the bidder mailing list: 21 April 2005 B. Anticipated Release Date of IFIB: 22 April 2005, available to download at: http://www.act.nato.int/budfin/rfpmain.htm C. Anticipated Bid Closing Date: 3 June 2005 (planned) PROCEDURES HQ SACT will email this IFIB to all potential bidders that have been properly certified and nominated to the bidder list by 21 April 2005. However, in order to be placed on the bidder list, a firm must first be certified and nominated by the national delegation with the required Declaration of Eligibility. ALL FIRMS WHOSE FACILITY IS LOCATED WITHIN THE UNITED STATES MUST BE CERTIFIED BY THE U.S. DEPARTMENT OF COMMERCE IN ORDER TO BE DEEMED ELIGIBILE TO BID. THE U.S. DEPARTMENT OF COMMERCE DOES NOT SERVE AS THE CONTRACTING AGENCY FOR NATO PROJECTS. However, any interested firm may submit a bid proposal by the (planned) Bid Closing Date of 3 June 2005, provided HQ SACT also receives the required Declaration of Eligibility from their national government before that same date.
