Description
This is an amendment to the previous announcement dated March 2, 2005. The Centers for Disease Control and Prevention (CDC) is leading the national effort to revise the 1996 Guidelines for the Death Scene Investigation of Sudden, Unexplained Infant Death and the Sudden, Unexplained Infant Death Investigation Report Form (SUIDIRF). The SUIRDIF is used nationally by states, counties and local jurisdictions on a voluntary basis to gather information about the circumstances surrounding sudden, unexplained infant deaths (SUIDS). The SUIRDF is important because it provides a standardized system for the death scene investigation of SUIDS. Lack of such standardization results in inaccurate diagnosis and reporting of the cause of death and thus hinders the ability to monitor trends in SUIDS, conduct meaningful research, and monitor programs aimed at preventing SUIDS. To improve the diagnosis and reporting of SUIDS in the US, all death scene investigators need to have access to and familiarity with the form, as well as training on how to conduct the a SUIDS death scene investigation. Therefore, the CDC, Maternal and Infant Health Branch (MIHB) is seeking the services of an experienced contractor to train coroners, medical examiners and all of those involved with infant death scene investigations to conduct and infant death scene investigation using the revised SUIRDF and related training material. However, to the best of our knowledge, only Occupational Research and Assessment (ORC), Inc. located in 124 Elm Street, Big Rapids, MI 49307 is knowledgeable with the revised SUIDIRF. The revised SUIRDF was created in 2004 by a national committee. ORC already developed a curriculum for training materials with the new form and for infant death scene protocol. However, any interested party who believes to have the capability to provide the training required by this RFP may reply submit an expression of interest via e-mail to Bbiltz@cdc.gov or may send a proposal in response to the solicitation. All responsible sources will be considered. The tentative solicitation issue date is 4/18/2005. The solicitation will be available for downloading at the FedBiz Opps website when issued.
