- This is a SOURCES SOUGHT SYNOPSIS. The North American Industry Classification System (NAICS) code is 541513 THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Motor vehicle manufactures located within the United States must secure the identifier portion (WMI) of their vehicle identification number (VIN) from the Society of Automotive Engineers (SAE) and either the manufacturer or its agent (the SAE) must report their identifier to the National Highway Traffic Safety Administration (NHTSA). The VIN has become the primary source of information on all motor vehicles including trailers. Law enforcement agencies depend on VIN information to recover stolen vehicles. The information provided in the VIN has proven to be of great public benefit if not a necessity in theft prevention and recovery. The WMI portion of the VIN provides information such as the manufacturer of the vehicle and the type of the vehicle. This information has proven to be invaluable in NHTSA's effort to reduce deaths and injuries by providing information that effectively removes defective vehicles from our nation's highways The objectives of this contract are: To provide for the assignment of world manufacturer identifiers (WMI) in accordance with 49 CFR Part 565 to companies situated in the U.S. To provide for the identification and rescinding of WMIs assigned to manufactures using WMIs for purpose other than assigning motor vehicle VINs to highway-use motor vehicles To provide for the identification and reclamation of WMIs assigned to motor vehicle manufactures that have ceased business operations, and WMIs assigned to manufactures that do not produce highway-use motor vehicles. To provide for the maintenance of the WMI database and to provide NHTSA with this information in an electronic format. All submitted information should be limited to no more than 10 pages, one-sided, minimum font size 10 and should be sent to Lamont O. Norwood, Small Business Specialist, via e-mail at lamont.norwood@nhtsa.dot.gov <mailto:lamont.norwood@nhtsa.dot.gov> by 18 April 2005 no later than 2:00 pm Eastern Standard Time. A responder may request clarification in writing for any requirement that is unclear from Lamont O. Any requests for clarification must be received no later than three (3) business days prior to the close of this sources sought announcement in order to receive a timely response. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
