Description
This is a combined synopsis and solicitation for commercial items and services, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote (RFQ); quoters must quote on an all or none basis. ?Or equal? items are allowed and will be reviewed; offeror must be an authorized seller of items, offering same or better warranty and service as company where items originated. Submit written quotes (oral quotes will not be accepted), on RFQ: 5TC331. This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15 and DFARS Change Notice 20030722, Standard Industrial Code 2511, North American Industry Classification System Code 337122, and Size Standard of 500 employees apply to this procurement. The offeror will provide the following: Qty Thirty-Seven (37) Pop Top Double Workstations: 72?W x 30?D x 30?H; seats two users; keyboard drawer w/ mouse tray and inset ?Pop Top? panel that mounts 17? LCD; shared CPU bay storage at center; integrated wire management, pass thru and venting; common fixed back panel; no rear access Qty Five (5) Instructor?s desks: standard desktop podium 24?W x 20?D x 15?H w/ angled top; seats one user; keyboard drawer w/ mouse tray and an inset ?Pop Top? panel that mounts a 17? LCD; cut-away center divider panel CPU storage; integrated wire management pass thru and venting common fixed back panel; pencil stop and non-marring rubber feet Qty Five (5) Push under two box / one file pedestal file Qty Forty-Two (42) Front-loading raceway per desk Qty Seventy-Nine (79) Seven-outlet surge strip Qty One (1) complete installation of all desks into five classrooms For questions regarding the products, e-mail them to sarah.humphreys@lackland.af.mil. The Government will award a contract resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered (see Addendum 1 below). The Following DFARS clauses are applicable to this solicitation: DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders and DFARS 252-225-7001, Buy American Act and Balance of Payment Program applicable to Defense Acquisition of Commercial Items. Offeror must be CCR registered (http://www.ccr.gov/) and have completed Representations and Certifications on ORCA (http://orca.bpn.gov/login.aspx). The Government intends to evaluate and award without discussions on this procurement. A site visit will be held on 8 April 2005 at 10:00 AM, CST at Bldg 147 on Medina Annex. Quotes are to be received by no later than 1300 CST, 14 April 2005. Addendum 1: 52.212-2 -- Evaluation -- Commercial Items (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: price technical capability delivery Technical and delivery, when combined, are equal to price. FAR 52.222-42: Statement of Equivalent Rates for Federal Hires In compliance with the Service Contract Act of 1965, as amended, and the regulations of the Secretary of Labor (29 CFR Part 4), this clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 U.S.C. 5341 or 5332. Whenever any FAR or supplemental clause is used with an authorized deviation, the contracting officer shall identify it by the same number, title, and date assigned to the clause when it is used without deviation, include regulation name for any supplemental clause, except that the contracting officer shall insert ?(Deviation)? after the date of the clause.
