Description
The Rocket Systems Launch Program (RSLP), Kirtland AFB, Albuquerque, NM, is requesting information for an Indefinite Delivery, Indefinite Quantity Cost type effort to provide RSLP with Near Space Airships. The Government is requesting interested firms to submit any information they are able to provide expressing their desire and ability to meet the Near Space Airship objectives to this office. Background: The information requested shall contain, but is not limited to, pertinent and specific information addressing employee and company experience as well as facility support. The responses should contain information demonstrating the ability to meet the technical requirements for the Near Space Airship missions. The technical requirements are: (1) Carrier Requirements a)Altitude: Minimum 60,000 ft, Maximum to be specified by offeror b)Duration on Station : Minimum 6 months, Maximum to be specified by offeror c)Launch Environmental Conditions: Launch and recover in winds up to 5 knots d)Station-Keeping: At operating altitude, maintain horizontal station (within 5 nautical miles) against a 20 knot wind speed indefinitely, and up to 37 knot wind speed during gusts e)Operating Regime: Between 45 degrees north and 45 degrees south latitude and all longitudes year-round f)Flight Control: Autonomous station keeping and translation between locations during operation phase g)Carrier Tracking, Telemetry and Commanding: The carrier will provide telemetry data to a control center and will accept commands during the operations phase of flight. Telemetry must be sufficient to establish the location and health of the carrier. h)Safety: Provide redundant flight safety systems capable of bringing the airship to the ground. These systems should be independent of primary control, power, or propulsion systems. Meet FAA and Air Force airworthiness requirements for a UAV when operating at or below 60,000 feet. FAA type certificate to be provided by offeror. i) Security: Any Cryptographic devices must be autonomously destroyed in the event of the loss of the airship. (2) Payload Provisions a)Payload Lift Capacity: Minimum 1500 lbs to 60,000 feet altitude, Maximum to be specified by Offeror; offer must describe what constitutes payload mass & what is provided by the carrier (i.e. structure, batteries, environmental control, communications, etc.) b)Payload Power: Minimum 3000 Watts continuous at 28+5% V, Maximum to be specified by offeror c)Field of View: 2 pi steradians nadir facing (90 degree FOV axial and lateral centered on nadir). Provision for zenith facing antenna and communications. d)TT&C: Carrier will provide communication links for payload, including secure communication links for payload commanding & data. (3) Additional Tasks a)Schedule: Provide a vehicle that meets these requirements via operational test by 30 April 2006 b)Operations: Provide facilities, equipment, and personnel to operate airships until/if such services are taken over by government provided facilities, equipment, and/or personnel c)Refurbishment: Able to be returned to flight status after recovery within 1 month d)Testing: Verify compliance by test of each of these requirements. e)Training: Provide training on airship operations based on level of contract. If an airship is provided, training will encompass ground operations, flight operations, launch & recovery operations, and maintenance. If a service is provided, training will encompass those tasks to be accomplished by the user f)Logistic: Storage, Maintenance, Launch and Recovery facilities to be specified by offeror g)Security: Provider will be able to host classified and/or sensitive payloads, which includes physical security at the ground base and appropriately cleared personnel for payload integration & removal and flight ops. The information must be received within thirty (30) days of posting of the RFI. There are no page limitations for this information request. All replies to this RFI must refer to the reference number (41) above. Submit only unclassified information. All responses shall include company size status under the NAICS code identified below.
