- Red River Army Depot is seeking sources for welding wire and flux. The wire and flux will be used in the Depots Military Vehicle Road Wheel rebuild processes. The Depot uses approximately 18,000 pounds of wire and 19,200 pounds of flux per year. The intent of this is to expand the number of sources on the Depots list of qualified providers. Interested sources are required to provide 75 pounds of wire equivalent to 6.a. below, 75 pounds of wire equivalent to item 6.b below, and 200 pounds of flux equivalent to 6.c. below to the Depot for testing. Following testing competitive procedures will be used to purchase the Depots production requirements. The wire and flux must conform to the specifications below. A. BACKGROUND: The Rubber Products Division located at the Red River Army Depot has the mission to develop and maintain the capability to rebuild all track and roadwheel configurations in or expected to be in the Army Material Command supply system in or der to support a Ready Army. B. QUALITY CONTROL: Rubber Products uses Military Specifications, the Depot Maintenance Work Requirements (DMWR), and Red River Army Depots internal control documents; Standard Operating Procedures, Inspection Procedures, and Historical Data to insure t he quality of our products. 1. Military Specifications: a. Roadwheel Ordnance Drawing, 26 x 6 Roadwheel Drawing 7013977 version F b. Military Specifications: 1) Ordnance Drawing for 26 x 6 Roadwheel, Drawing 7013977 version F 2) Welding Wire Conforming to MIL-E-23765/E: Originally MIL-E-18193, Then Superseded By MIL-E-23765 3) Welding Wire Conforming to MIL-E-24403/D or AWS (A5.20 or A5.23) No electronic format for the AWS Specifications. Hard copies must be ordered. 2. The Depot Maintenance Work Requirements: The DMWR (Roadwheel DMWR 9-2630-200/1) specifies the process and methods criteria necessary to control and assure a quality product that meets all the Armys requirements. The existing production processes us ed to produce the 26 x 6 M88 roadwheel product have been certified / qualified by laboratory tests and extensive Army Proving Grounds field testing. In order to remain qualified to continue our mission, Rubber Products is not authorized to deviate from th e process/methods, or to make product substitutions without verification testing and Command Level review / approval. 3. Historical Data: Rubber Products maintains its own internal requirements to assure acceptable levels of quality and production throughput capacity that meet or exceed the DMWR. In the case of submerged arc welding of 26 x 6 M88 roadwheels, Rubber Pro ducts maintains internal product manufacturing specifications that exceed the hardness requirements of the ordnance drawing. There are also production throughput quantity requirements that must be met. D: PERFORMANCE REQUIREMENTS PASS/FAIL CRITERIA: 1. Environmental Requirements: The product shall be classified as friendly to the environment by limiting Volatile Organic Compounds and Hazardous Air Pollutants identified by the Environmental Protection Agency as detrimental to the environment. Material Safety Data Sheets will be eva luated and compared to the Base Line Product presently used in Rubber Products. 2. Production Equipment: Must utilize the existing equipment presently used to weld the roadwheels: LINCOLN Arc Welder, IDEALARC DC-1000, with LINCOLN ELECTRIC DC LINCOLNWELD NA-35 controller, and INVENCIBLE Model 882 flux management system. The wire feed equipment uses two sepa rate heads to feed the wires into the puddle. 3. Hardness Range: 32 38 on the Rockwell C Scale as specified on the ordnance drawing listed above and meets all the requirements listed under Quality Control B.1. 4. Production Throughput: This is an average number, as some wheels require more welding than others 7 wheels during a 7.5 hour shift. 5. Operator Related Performance: The existing prod ucts have been used for over a decade. Products other than those presently used will be evaluated by a certified welder. His comments will be directed towards ease of flux removal and weld wire characteristics. 6. Existing Product: a. Lincoln L-60 or Linde Oxweld #80, Automatic Welding, Low Carbon Steel Electrode having approx 11 percent carbon, universal general purpose, automatic welding electrode for both welding 3-3/2 Dia, CONFORMS TO MIL-E-18193 TYPE MIL-A1 speed drums, wire m ust be furnished in approximately 1,000 lbs per drum in one length per drum, special marking IAW MIL-E-18193, paragraph 5.3.1 b. Stoody P-N 107, welding, core wire, 3-3/2 Dia, 500 lbs per drum, MIL-E-24403 or AWS A5.20 or A5.23 c. Flux, Linde P-N 350 for submerged arc welding process carbon and low alloy steel Interested firms are requested to contact William Bono wbono@redriver-ex.army.mil to schedule shipment and receipt of wire and flux. Firms passing qualification testing will be added to the qualified suppliers list and included in any future procurement ac tions for welding wire and flux.
