- " The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF, Specifications will be available in Adobe PDF format, and drawings will be available in TIFF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. " Proposed Issue Date: On or about April 19, 2005. " Title of Project: Restore Raspberry Island Light Station, Apostle Islands National Lakeshore, Bayfield County, Wisconsin " Description: The project concerns the rehabilitation of a historic lighthouse on Raspberry Island at Apostle Islands National Lakeshore, a unit of the National Park system located in northern Wisconsin. The island is located in Lake Superior northwest of Bayfield, Wisconsin. Although the title of this project is "Restore Raspberry Island Light Station" the focus of the project is rehabilitation of the lighthouse itself. The project includes related utilities (water, wastewater, and power) and site work. The lighthouse was configured as a duplex in order to provide separate quarters for the lighthouse keeper and one or two assistant keepers. The light is now automated, and there are no lighthouse keepers on the island. The project purpose is to rehabilitate the lighthouse for adaptive use. The north half will serve as quarters for one or more seasonal (summer) employees, and the south half will be restored to its historic appearance for interpretive uses. The project will include architectural, civil, mechanical and electrical work. No development exists on the island other than the light station. There are no utility providers. The construction contractor will be required to provide the following: mobilization and transportation of personnel, equipment, and materials to the island; generators or other power sources for construction needs; drinking water and sanitary facilities for construction personnel. " Type of Procurement: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. All evaluation factors other than price, when combined, are approximately equal in importance to price. In accordance with FAR Subpart 15.300, the government will select the responsible offeror whose proposal represents the BEST VALUE to the government, price and technical and other factors considered. This method permits evaluation of proposals based on price competition, technical merit and other factors; permits impartial and comprehensive evaluation of offerors' proposals; and permits discussions if necessary. The government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all offerors; to award the contract to other than the offeror submitting the lowest total price; and to award to the offeror submitting the proposal determined by the government to be the most advantageous to the government. OFFERORS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most FAVORABLE terms from price, schedule and technical standpoint. Offerors should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals.
