Description
The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Charleston (Code 70 - Intelligence and Information Warfare Systems Engineering Department) is requesting information regarding Commercial Off The Shelf (COTS) Access Control Systems (ACS) currently available in the marketplace. SPAWARSYSCEN Charleston has developed a generic capabilities matrix (attached) and is requesting ACS manufacturers provide information about their ACS in accordance with requirements listed below. Responses from manufacturers choosing to participate will be utilized by various U.S. Government agencies to evaluate capabilities of various COTS ACS. This is a Sources Sought request. Responses must address the each of capabilities listed below. Please limit responses to three (3) pages. In addition, the responses must include the following: (1) name and address of firm; (2) size of business; and (3) ownership, including whether: Large, Small, Small Disadvantaged, 8(a), Women-Owned, HubZone, and/or Veteran-Owned. Note: Only systems that meet the following minimum requirements will be considered: The system shall provide encryption between head-end and field panels with/without third party add-ons. The system architecture shall support Dual Enterprise Servers located at different sites, separated by up to 1,000 miles. Communications between the enterprise servers shall be via ethernet WAN T-1. The system architecture shall support dual local servers located at each of 4 sites with expansion capabilities of an additional 6 future sites. These servers shall function with the first server as the primary unit and the second server as the secondary. The server chassis shall not share any hardware or software and shall be configured such that a failure of hardware or software on the primary server shall automatically, without operator intervention, switch all communications and functions to the secondary server. After loss of communications between the enterprise servers and the local servers, the local servers shall upload all transaction, history, operator and administrator events that occurred during the communications loss. After completion of the upload the enterprise servers shall have complete historical information. No data will remain solely with the local servers. System is configurable, in the field, to accept multiple and varying EOL resistor values. System manufacturer shall be Microsoft Gold certified partner. System hardware has a proven history in the field of 5 years or more. lnterfaces(screens) are to be customizable. Change fields (add - delete), tabs, labels, or layout displays ( database, alarm, others). The system shall permit the Operator to identify any sensors/panels that are in Test mode. COTS integration modules shall be available for providing integrated control of CCTV switchers (Maxpro, American Dynamics, Allegient, Burle, Phillips) The system shall be capable of placing sensors and/or panels in a "test " mode and mark these sensors until repairs are made or an area is not used. The alarm monitor screen shall allow the user to select precanned dispositions from a pick list per alarm event. The system shall be configurable to vector duress alarms to prevent a duress alarm, initiated by a workstation operator, from being displayed at a given workstation. Additionally, duress alarms shall be configurable to annunciate at workstations, which are located at remote locations.
