- The United States Environmental Protection Agency (U.S. EPA) is seeking a contractor to provide Technical, Analytical, and Statistical Support for the Office of Water (OW), Office of Science and Technology (OST), Standards and Health Protection Division (SHPD), Water Quality Standards Branch (WQSB). The WQSB has multiple responsibilities under the Clean Water Act which include directing and overseeing the national program for adoption of Water Quality Standards. The contract resulting from this solicitation will provide support for the National Water Quality Standards program. The successful contractor will supply all necessary labor, material, services, equipment, and facilities in support of the effort delineated by the performance work statement. Services to be performed under this contract include: analyses, studies, and reports; economic and statistical analyses; guidance and report development; compilation and analysis of national and international environmental data; environmental assessments; field sampling and laboratory analysis; workshops, conferences, training, and logistical support; public outreach and technology transfer; compilation, categorization, and summarization of public comments; preparation of presentation materials; and environmental media analysis. Be advised that Performance Work Statement changes are possible when the final RFP is released. The proposed contract will be a cost-plus-fixed-fee, level-of-effort, term type contract, with a base period of one year and four one-year option periods, totaling 60 months. The base-level-of-effort (LOE) for each of the five periods will be approximately 3,150 direct labor hours, with options for additional LOE of up to 12,600 direct labor hours in each period, for a total potential 78,750 direct productive labor hours over the five years, if all options are exercised. The incumbent on the contract currently fulfilling this requirement is Great Lakes Environmental Center (GLEC) of Traverse City, MI. This procurement is a total small business set-aside under NAICS code 541620 with a size standard of $6,000,000. The solicitation, PR-CI-05-10433, is anticipated to be available early June 2005.
