Description
Technical Support for BASINS and the Water Quality Standards Program (PR-CI-05-10438) The United States Environmental Protection Agency (U.S. EPA), Office of Water (OW), Office of Science and Technology (OST), Standards and Health Protection Division (SHPD), seeks a contractor to provide Technical Support for the BASINS and the Water Quality Standards Program. The Office of Water has multiple responsibilities under the Clean Water Act of 1987 (CWA) to include directing the national program for adoption of Water Quality Standards, developing prevention and remediation strategies to reduce the risk to human health and aquatic life resulting from contaminated fish and sediment, microbial pathogens in surface waters, and preparing outreach and awareness materials, which include developing instructional materials and presenting workshops. The successful contractor will provide technical support to the OW in its (1) BASINS system support and development including model interface development, model development, data compilation, and GIS technologies; (2) workshop, training and logistical support; (3) technical support of models and modeling applications; (4) watershed assessments; (5) and internet and intranet applications and support within the scope of the contract. The successful contractor will supply all necessary labor, material, services, equipment, and facilities in support of the effort delineated and as further directed by specific work assignments in accordance with the contract schedule. The contract will require management of multiple, concurrent work assignments which will require long term as well as quick turn around responses. It is anticipated that RFP PR-CI-05-10438 will be posted to the Cincinnati web site, approximately June 01, 2005. This procurement will be processed as a small business set-aside and be IAW FAR Part 15. The proposed contract will be a cost-plus-fixed-fee, level-of-effort, term type contract, with a base period of one year and four one-year option periods, totaling 60 months. The base-level-of-effort (LOE) for each of the five periods will be approximately 4,750 direct labor hours, with options for additional LOE of up to 19,000 direct labor hours in each period, for a total potential 118,750 direct productive labor hours over the five years, if all options are exercised. The incumbent on the current contract is Aqua Terra Consultants, of Mountain View, CA. Award is intended to be made by February 01, 2006.
